This framework agreement shall cover Mid-Telemark municipality ́s need for groceries/food products from local grocery stores with a physical outlet/grocery shop in Midt-Telemark municipality. The agreement shall be used by small units in the municipality, for example, nurseries, schools and other departments. The agreement does not include fresh meat/fish from fresh food counter, flowers and fresh bakery products. The procurement is divided into two lots: Lot 1 - delivery of food products to the municipality's entities This sub-competition is for the procurement of food products that shall be delivered to the municipality ́s entities, for example, nurseries, schools and other departments. Tenderers must have a physical sales place/grocery shop in Midt-Telemark municipality. In this sub-competition, employees may also shop directly at the store as needed, for example if the unit runs out of some items before the next planned delivery, or an unforeseen need occurs. The delivery points are given in Annex 4 - Delivery Points. Some of the units require weekly delivery, whilst others have more occasional needs. Some units must also be able to deliver several times a week. Lot 2 - in-store purchases directly This sub-competition is for procurements where employees in the municipality shop directly in-store. Tenderers must have a physical sales place/grocery shop in Midt-Telemark municipality. Tenders can be submitted for one or both sub-competitions. Each sub competition will be assessed separately. If a tenderer would like to submit tenders for both lots, the tenderer must submit tenders for both lots in Artifik. This means that all documents and forms that shall be completed must be submitted for each sub-competition. It is not enough to submit a tender in one sub-competition and write that the tender shall also apply for the second sub-competition.

Finances: The tenderer is required to have sufficient economic and financial solidity, which gives the Contracting Authority the security that the tenderer will be able to fulfil the contract throughout the entire contract period. Documentation requirements: ·         The contracting authority will assess the tenderer ́s financial situation itself based on available credit information, including through the credit rating tool Creditsafe. ·         Tenderers who do not alone fulfil the requirement for economic and financial capacity shall submit a completed and signed Commitment Statement (annex 5). Tenderers who, according to the contracting authority ́s overall and factual assessment, show significant weaknesses in the economy can be rejected. Outlet in Midt-Telemark municipality.: Tenderers shall have a physical sales place/grocery shop in Midt-Telemark municipality. Documentation requirements: Tenderers shall state the name and address of the sales place/grocery store in the tender (annex 1 - tender letter). It is not necessary to enclose special documentation. If the Contracting Authority needs more information, the Contracting Authority can ask the tenderer for this. The requirement is justified in the nature of the contract and the contracting authority ́s need for quick and flexible access to food products, including an option for delivery at short notice and action directly in-store as needed. The requirement can also facilitate practical execution of work training and work inclusion locally, where relevant for the tenderer's organisation and execution of the contract. The sales place shall have an assortment of products that is suitable for complying with the Contracting Authority's requirements in accordance with the contract, and the tenderer shall have sufficient capacity to carry out deliveries in the contract period.
