The Ministry of Local Government and Regional Development (KDD) has given Statsbygg the task of establishing an external
control centre for mail and goods (EKPV) outside the centre of Oslo. EKPV is part of construction stage 1 in the project
new government quarter (RKV) and is a security measure for the protection of the government quarter.
The project consists of a turnkey contract K210 where Best Value Approach (BVA) has been chosen as the
execution model, as well as several joint contracts. A prequalification for the procurement of K210
turnkey contract (BVA) has been held, and there are three tenderers that have been invited to submit a tender. The contest
has not been decided when this contest is announced (H182). Therefore there can be a change to the procurement's form and
content.
Tenderers in this contest will have the role of builder ombudsman (BHO) for the turnkey contractor
(TE) in K210 and for the joint contracts. The TE will undertake administration and progress control of the
joint contracts, as well as be the main company in accordance with the Working Environment Act.

Tenderers are required to have a legally established company.
Company Registration Certificate: foreign companies are required to have an equivalent certificate in the country where the company is registered, alternatively StartBANK ID.
Økonomisk og finansiell stilling:
Tenderers must have satisfactory financial implementation ability. The size of the turnover, seen in relation to the contract value, can be emphasized.
Statsbygg will carry out a credit rating of the tenderer. Tenderers can also be asked to submit the auditor confirmed annual accounts, alternatively, state StartBANK ID.
Teknisk og faglig kapasitet:
1. Tenderers are required to have sufficient experience from assignments with a comparative value.
1. A description of approx. 1 A4 page per project must be submitted for of up to 3 reference projects with a comparable value (projects older than 5 year may be given weight), with information on, amongst other things;
the project's name and location
contracting authority and contact person
the size of the project in m2 and total cost
type of buildings
type of contract (e.g., turnkey contract, BVA, partnering, etc.)
contract value of the assignment excluding VAT
function (e.g., post and goods reception, stores/logistics, industry, laboratory)
type of assignment (e.g., new building)
the tenderer's assignments and role in the project
2. Tenderers must have a secure implementation ability (capacity)
the start-up date and completion date (year)/if not completed, what stage the project is in
in what phases the assignment was carried out. Transferable value for an external control centre for mail and goods (Norwegian: EKPV)
2. Overview of the number of employees in the company, divided into job categories
Tenderers must, throughout the entire
project execution, including the engineering design phase, construction phase, and testing phase, have
the ability to process and
store protection-worthy
(security graded)
information in the scope and
classification level that is
stipulated for the contract work.
Central functions at the
tenderer and
sub-contractors must be able to
fulfil the requirements for Norwegian
security clearance. 'Security self-declaration'
signed and completed, see annex
2.
If there is
information on the tenderers
and/or their sub-suppliers
that gives the contracting authority reason to
believe that the qualification requirement cannot
be fulfilled, this can
lead to rejection. In such cases it can
be relevant to request further

The prequalification for the procurement of a K210 Turnkey contract (BVA) has been held and three tenderers have been invited to submit a tender. The competitions were not decided when this tender contest was published (H182). Changes to the procurement ́s form and content can therefore be changed. Tenderers in this competition shall have the role of builder ombudsman (BHO) with the turnkey contractor (TE) in K210 and above co-agreed contracts. TE shall carry out administration and progress control of the dis side-by-side contracts as well as be the main company in accordance with DS 8407.
