Bane NOR shall procure a server for storing BIM models with additional data and integrations. Integrations include the exchange of data and information through APIs with adjacent systems at Bane NOR as well as external suppliers and contractors. The service is to be delivered as a cloud service (Agreement concerning Ongoing Purchases of Services via the Internet SSA-L). The agreement includes an option to deliver a "BIM viewer". The Delivery/Service is described in more detail in Annex 1 - The Contracting Authority's Requirements Specification ('Kundens kravspesifikasjon').

Beskrivelse av opsjoner:
The agreement includes an option to deliver a "BIM viewer". A BIM viewer is required in the tender documentation's Attachment 1 to Annex 1, point 8 - option.

Requirement:
Tenderers must be registered in a company register, professional register or a trade register in the country where the tenderer is established.
Documentation:
Norwegian companies: Company registration certificate.
Foreign tenderers: Certificate/verification that the tenderer is registered in a company register, professional register or a trade register in the country where the tenderer is established. Certificates/verification in languages other than Norwegian, Swedish, Danish or English must include a certified translation to Norwegian from an independent translator.

The Tenderer, or other companies that the Tenderer relies on to fulfil the qualification requirements, must not be an entity affected by the prohibition in § 8n of the Ukraine Sanctions Regulation.
Completed self-declaration regarding conditions relating to the applicable sanction legislation (see the tender documentation's annexes).

Requirement:
Tenderers must have sufficient solidity to fulfil the contractual obligations, equivalent to rating A.
Documentation:
The documentation must be connected to the entity c/o the business registration number that is applying for qualification.
Credit rating from a publicly certified credit rating agency, which includes a credit rating of the tenderer - typically given by a letter or brief text, as well as an explanation thereof.
The Contracting Authority reserves the right to supplement the submitted documentation by obtaining other financial information, including (but not limited to) interim financial statements or an extended report from a publicly recognised credit rating company containing a credit rating of the Tenderer.

Teknisk og faglig kapasitet:
Requirement:
Tenderers must follow the international standard, NS-EN ISO 19650, to manage information throughout the life cycle of a construction project using BIM.
Documentation:
A copy of a valid NS-EN ISO 19650 certificate issued by an accredited quality assurance institution.
or a written account (should not exceed 5 A-4 pages) where an overall description of the content of the quality management system is presented. The requirement must be fulfilled by the Tenderer themselves. Tenderers cannot rely on other companies to fulfil this requirement. All participants in a working partnership must fulfil the requirement.

Tenderers must have sufficient experience and competence from assignments of an equivalent or relevant nature.
Tenderers must refer to experience from previous assignments that is relevant to the work in the contract.
Documentation requirement: A list of the most important deliveries in the last 3 years, including information on value and date,
the name of the public or private recipient, a description of the tenderer's role and responsibilities.
Description of the contract's relevance to this procurement.
Bane NOR reserves the right to emphasise its own experience.
The documentation should not exceed 10 (ten) A4 pages in total. Bane NOR reserves the right to contact the listed delivery recipients.
Tenderers must have sufficient organisation to implement the delivery. This includes that the Tenderer must have good implementation ability, including both capacity and the ability to establish the services, operation and further development, and personnel within relevant competence categories.

Justification for cancellation Bane NOR hereby announces that we unfortunately had to cancel the tender contest. C.f. §21-4 of the Supply Regulations. We intend to republish the tender contest. The reason for the cancellation is that the chosen price model contains incorrect information regarding future storage needs. The defect affects the award criterion price point score as well as participation in the tender contest. We also see that some of our technical requirements have deficiencies in relation to the system Bane NOR wants to purchase. The deficiencies mean that Bane NOR does not receive sufficient information regarding the offered systems. The deficiency in the basis of calculating the award criterion price and the correction of technical requirements is considered significant and cannot be implemented in any other way than by cancelling the invitation to tender. Bane NOR believes that there is a justifiable basis for cancelling the invitation to tender.
