Hovedtrekk ved prosedyren:
The aim of the procurement is to ensure a stable and professionally reliable 24 hour welfare offer. This primarily applies to adult persons with drugs and alcohol and mental health challenges. They have a compound need for help and can have a high risk of acting out and violence.  Malvik municipality would like to enter into a contract for one to two 24 hour places.  The service shall be a supplement to the municipality ́s tenders to the target group and it will contribute to a greater diversity in the tender offer.  See annex 2 Assignment Description and requirement specifications for further information on the assignment.

The procurement will be made in accordance with the Public Procurement Act dated 17 June 2016 no. 73 (LOA) and the public procurement regulations dated 18 August 2016 no. 974 (FOA) part I and part IV Health and Social Services over the EEA threshold value, as well as the rules in the procurement documents.

Annual financial statements for the last two fiscal years. The annual accounts for 2024 and 2025 ought to be enclosed, if possible. If this has not been prepared, the provisional annual accounts for 2025 should be enclosed. A credit rating based on the last known accounting figures is also desirable, if the tenderer has this available. The rating shall be carried out by a credit rating company with licence to conduct this service. The contracting authority will, at its own procurement discretion, assess whether the tenderer ́s financial information indicates that they comply with the requirement. If a tenderer will use the capacity of other companies to fulfil the requirements for economic and financial capacity, such as, for example, a parent company, subsidiary, bank, collaborating partner, sub-supplier or others, documentation shall document that the tenderer prevails over the necessary resources by ensuring that these entities submit a financial commitment statement (the tenderer's own document). The contracting authority will undertake an overall assessment of the tenderer's economic and financial position, as regards the object and extent of the contract.
