Procurement of laundry services including associated services.
The Norwegian Armed Forces is in need of laundry services, sewing services, repair services and maintenance services for various types of equipment, clothing, textiles and similar.
The procurement is divided into seven lots, which are divided into different service groups and based on geographical scope. The contracting authority will enter into one framework agreement with one tenderer per lot.
The estimated total value of the combined lots is NOK 635 million excluding VAT and including the options. The estimated maximum value of the combined lots is NOK 842 million excluding VAT and including options.

- Sewing services, specialised sewing and small repairs, including repair, adaptation, re-stitching, etc. of uniforms, workwear and other clothing and textiles.
- Handling laundry nets with tight-fitting clothing.
- Handling laundry nets on behalf of allied forces.
- Hire of bed linens, towels, chefs clothes and similar textiles.
- Stockholding
- The service includes all handling of the material, including transport with pick-up and delivery at the contracting authority's various locations.

… good experience from similar assignments. Good experience means that the Tenderer has completed several similar deliveries. Similar deliveries means deliveries of laundry services within the service groups specified in Annex B-2, Annex B-6 and Annex B-8. Documentation requirement: Tenderers must complete Part 1 Annex 6 Reference Form with an overview of the tenderer's 3 most relevant deliveries or services performed by the tenderer in the last three years. In order to ensure sufficient competition, documentation of deliveries that the tenderer carried out more than 3 years ago can also be taken into consideration. Tenderers can further document their qualifications by specifying services that the tenderer performs that are not carried out directly on behalf of a customer. The overview must include a report of: *The name of the contracting authority, * The value of the assignment * The date of completion, * Recipient contact details (name, telephone number and email), * Brief description of the delivery. If a tenderer submits tender offers for several lots, it is sufficient for the tenderer to submit the requested documentation for the individual service group for which the tenderer is submitting a tender, see point 1.4 of the Procurement Rules for specification of the service groups. The form requirements stated above apply for each service group. It is the tenderer's responsibility to confirm relevance through the description.

… a documented quality assurance system that must include as a minimum: 1) that the tenderer has procedures to ensure compliance with all laws and regulations to which the part of the organisation that will work on this contract is subject. 2) That the tenderer has an established quality assurance system for ethical trade. The system must ensure that the tenderer is suited to fulfil the contract obligations for ethical trade, see Annex G Ethical Requirements. The quality assurance system for ethical trade must, as a minimum, include * Supply chain traceability; a description of key supply chains for this procurement. * Anchoring and implementation of ethical requirements in the supply chain; Ethical guidelines/Code of Conduct and declaration that these apply in supply chains associated with rental products delivered via this framework agreement Documentation requirements: To document that the requirement is fulfilled, both sub-requirements must be documented by: 1) A description of the tenderer's quality assurance methods. If a tenderer is certified in accordance with ISO 9001 or equivalent standards, it is sufficient to present a copy of a valid certificate to fulfil this requirement. It is the tenderer's responsibility to substantiate that a standard is equivalent. 2) Completed in Part 1 Annex 3B - Qualification Requirements for Ethical Trade. Note that in addition documentation must be submitted as requested in the annex; i) a description of the supplier chain for the three selected products, and ii) the tenderer's, or another actor's Code of Conduct. See Annex 3B for further information on what must be attached. The qualification requirement associated with sub-requirement 2 does not apply to lots 5 and 6.
… a documented and valid environmental management system with routines and structure that demonstrate how the tenderer safeguards relevant environmental considerations related to the services that will be delivered. The system must be connected with (an) executive entity/entities, and must include: 1) an environmental policy 2) an overview of the most significant environmental effects (environmental aspects) of the company 3) proof that the company sets environmental requirements for its subcontractors 4) a description of the organisation and division of responsibility in environmental works 5) a description of the company's preparedness plan for handling emergency situations with risk of unfavourable environmental effects 6) a description of the resources that are necessary to establish, implement, maintain and continually improve the environmental management system. Documentation requirement: A description of the environmental measures that are implemented in the company which shows that the system includes the points above. If a tenderer is certified in accordance with ISO 14001, Eco-lighthouse, EMAS or equivalent standards, it is sufficient to present a copy of a valid certificate.
