The aim of the procurement is to enter into a contract for external consultancy services for the contracting authority ́s project "Revise and develop a new contract for next generation traffic agreements", which is anchored in the 2026 Business Plan.
The contracting authority has a budget for the assignment to a maximum of NOK 3.5 million including options. The estimate is given according to the contracting authority ́s best judgement and it is meant as the contracting authority ́s upper budget, but not as a lower limit if the assignment is solved more quickly/smoother than expected.

The contracting authority reserves the right to take up an option for extended assistance in the contract period, including the use of further consultancy resources beyond the main resource. The option can be used if needed, for example, for work stops or for an increased need for text review and quality assurance. Any expansion of assistance will occur within the limits of the SSA-B agreement and at the agreed prices.

Tenderers must have sufficient economic and financial capacity to be able to carry out the assignment. Creditworthiness with no requirement for collateral will be sufficient to meet the requirement.
Documentation requirement: Credit rating based on the most recent financial figures, carried out by a credit information company licensed to conduct this service.

Only for services: In the reference period, the tenderer has carried out the following important goods deliveries of the requested type, or the following important services of the requested type. The contracting authority can require up to three years experience and allow experience from the previous three years to be taken into consideration.
Tenderers shall have experience from comparable contracts. Relevant assignments means, among other things, assignments that have included audits, development or structuring of contracts or contracts, or other comprehensive and complex documents used as the contract or management documentation.
Documentation requirement:
Description of up to three (3) relevant assignments carried out in the last three years. For each assignment, the tenderer shall state:
• Brief description of the assignment ́s content.
• period and extent

• gender neutral preferred with telephone number and email.
It should be clear why the assignments are relevant for this assignment.
