EOS Energi AS, acting on behalf of Askøy Municipality, hereby invites suppliers to participate in an open tender procedure for the procurement of electricity for the municipality ́s total portfolio of sites. The contract covers the delivery of electricity to all municipal installations, including Askøyhallene KF. * Expected annual volume: 23.5 GWh/annum * Maximum annual volume: 30 GWh/annum * Total contract including options: 120 GWh * Number of metering points: 270 * Gridowner: Norgesnett Askøy AS The delivery includes: · physical supply of electricity · spot based power contract with an option for price hedging for all or parts of the volume during the contract period. · consolidated invoicing of grid tariffs · access to a WEB-portal providing consumption data, invoices, metering information, and functionality for administering change notifications (new/terminated metering points).

Organisational and legal position: Tenderers shall be a legally established company and they must have fulfilled their tax and duty obligations. Documentation requirements: * Company Registration Certificate * Tax and VAT certificate (maximum 6 months from the deadline for receipt of tenders)

Economic and financial capacity: Tenderers shall be credit worthy without a requirement for provision of security. Documentation requirements: Credit rating from a certified institution.

Climate and environment: Tenderers shall offer reporting that supports the municipality ́s climate and environmental monitoring. The reporting shall as a minimum include: · energy mix · CO₂ factor · guarantees of origin (if the municipality chooses to purchase such) * climate related documentation for the delivery. Documentation requirements: When submitting a tender, the tenderer shall document the following: * Energy mix: Verifiable documentation showing the distribution of energy sources in the tenderer's portfolio (e.g. hydropower, wind power, thermal power). The documentation shall be based on the actual portfolio and updated data. * CO₂ factor: Stated CO₂ intensity (g/kWh) for the delivered energy mix, based on the tenderer's climate data or third-party verified environmental reports. * Guarantees of origin (if purchased): If the municipality procures guarantees of origin, the tenderer shall document the type, volume, country of production and certificate number. The documentation shall be traceable and in accordance with the current GO standard. * Climate related documentation: Relevant environmental declarations, climate accounts, reporting in accordance with GHG-protocol Scope 2 or equivalent. The documentation shall be verifiable and connected to the actual delivery.

Security and stand-by: Tenderers shall have established and documented routines for: · stand-by organisation · continuity planning · notification routines · event handlers * exercises and test regimes Referral to the award criteria The documentation that is submitted under this qualification requirement will also be a basis for the evaluation of the award criteria "Security and stand-by", which is described in the Tender documentation chapter 8. Tenderers shall therefore give a description that is sufficiently detailed so that quality, maturity and robustness can be assessed in accordance with the points scale in the chapter Award Criteria. Documentation requirements: Tenderers shall describe their stand-by and continuity routines with sufficient degree of detail for the contracting authority to assess both whether the requirements are met and the quality of the systems.
