Oslo Municipality, c/o the Agency for Welfare, would like to procure framework agreements for the following home services:
- District nurses, including district nurses for day, evening, and night and stationary district nurse services 24 hours a day.
- Personal assistance in the form of practical assistance - daily tasks, hereafter called practical assistance.
- An option for activity time.
The services must be provided year round in all of Oslo Municipality.
The signed framework agreements will be part of Oslo Municipality's user choice scheme for home services. The user choice scheme means that users can choose between municipal providers and private providers with a framework agreement. The aim is to give users greater influence, flexibility, and choice.

The services are provided to a diverse user group with different needs. All users require equal services, regardless of geographic affiliation, gender, sexual diversity, ethnic affiliation, religion, diagnoses and disabilities. It is the individual districts make independent decisions about the award of services to users. The content of the services and professional approach must be adapted to the individual user. This must be safeguarded through good and systematic interaction between users, district case handlers and the tenderer's employees.
