The Norwegian Directorate of Fisheries needs to procure various equipment to strengthen and modernise its IT infrastructure. The procurement is divided into 4 parts and tenderers can choose to respond to one or more parts of the procurement.
The Directorate of Fisheries expects all equipment to be delivered by 15.12.2023. As part of the delivery, tenderers will be asked to submit a delivery plan that takes into account the timeframes of the tender.

The Directorate of Fisheries needs to renew parts of the existing backup system. The Directorate needs two new servers for backup purposes:
A new server that will be the data store for Veeam backup (backup to disc).
A new server that will only manage two tape libraries. The Directorate of Fisheries has an existing HP MSL3040 with an LTO-8 tape drive, and would like to purchase a new tape library. The new tape library must have a minimum of one LTO-8 tape drive or better, and have space for a minimum of 40 tapes.

The Directorate of Fisheries needs to replace its existing endpoint switches. It is permitted to deliver alternative solutions so that the Directorate can choose the alternative that best suits the needs of the Directorate of Fisheries.
Ports means at minimum autosensing 10/100/1000Mbps RJ45 ports.
Unless otherwise stated, Uplink ports are SFP+ ports in addition to the ports mentioned above.
There are primarily 4 needs that must be met:
Endpoint switches for the server room.
These switches are intended for use with UPSs, physical servers and ILO/iDrac connections. There is a need for 3 or 4 units. It is preferable to have 12 or 24 port models. There must be at minimum two uplink ports that support 10 Gbps or more.
The switches will be part of the Directorate of Fisheries' "spanning tree" and must therefore fully support the RPVST+ protocol.
At locations in Bergen, there is a need to replace endpoint switches on all floors and wings. The core network has just been upgraded to support more than 1 Gbps to the endpoint switches with new multi-mode fibre cables. It is a requirement that new models have a minimum of two uplink ports that support 10 Gbps or more. Models with 24 or 48 ports must be offered. The cabinets in which the switches will be installed have a depth of between 26.5 and 30 cm. If the offered switches including power cables are larger than this, they must be able to be mounted vertically, and it will be appropriate to offer models that cover both the requirements in points 2) and 4) since there will only be room for one switch in some cabinets.

The Directorate of Fisheries is located in 21 locations along the coast and needs to replace switches at these locations. The locations vary in size from 3 to 40 people, but the floor plan may dictate that more switches are needed at each location. There is a requirement for two uplink ports with a minimum speed of 1 Gbps. These do not need to be SFP+ ports. The locations will be limited by line speed, which will not be greater than this amount. Offered models should have 8, 24 or 48 ports.

The Directorate of Fisheries' setup requires that switches at all locations outside Bergen support "IP-Helper for DHCP Relay".
The Directorate of Fisheries is upgrading its wireless network (see 1.3), and needs switches with ports that support 2.5 Gbps PoE+. A minimum of two 10 Gbps uplink ports are also needed. It is estimated that a maximum of 4 ports per switch will need PoE+. These can be 8-port switches. Some of the cabinets in which the switches will be installed have a depth of between 26.5 and 30 cm. The Directorate of Fisheries is aware that some of the requirements for the switches are consistent with each other, while others are contradictory. If the tenderer considers it more appropriate or more economical to offer a model that can cover more needs, this can be specified. The Directorate of Fisheries wants as few models as possible, but is aware of the challenges this entails.

The Directorate of Fisheries currently has a Cisco-based wireless network with 76 access points, roughly 40 of which are in Bergen. 70 of the access points are end of life (EoL) in 2024. The access points will be installed at the Directorate of Fisheries' 21 locations along the entire coast. It is preferable that the offered access points support 2.5 Gbps transfer speeds and can use PoE+. The Directorate wants as few models as possible, but if this drives up costs, it is preferable that access points that only support 1 Gbps be offered for use at all locations outside Bergen. These locations are limited by the speed of the line to the location.

As part of the Directorate of Fisheries' infrastructure upgrades, new UPSs are needed to replace older and discontinued models. The UPSs will be located in Bergen. Six 3-pin connectors (2 phases + earth) 32a in and out are needed, as well as one where the power will be connected to a standard wall socket. The Directorate of Fisheries is also looking to begin work on establishing a disaster recovery site. (DRS) The size of the DRS is unclear and an option for up to 3 UPSs is preferred, which can be triggered during 2024. The current environment consists of a new APC Smart UPS 5000, 6 older APC Smart UPS 5000, 1 Smart UPS 2200 and 4 Smart UPS 1500.

Requirement:
Tenderers must have orderly conditions with regard to payment of tax, employer's national insurance contributions and VAT.
Documentation requirement:
Tenderers must submit a tax certificate, not older than 6 months from the tender deadline, c.f. the PPR § 7-2 (2).
Norwegian tenderers can order a tax certificate via RF-1316 in Altinn.
Foreign tenderers must submit equivalent certificates from their own country that show that they have orderly conditions in relation to the payment of tax and duties.
If the authorities in the relevant country do not issue such certificates, the tenderer should submit a declaration stating that all taxes and duties have been paid. The statement must be approved and signed by the tenderer's Financial Director/person responsible for finance.
