The Norwegian Public Roads Administration, (henceforth referred to as the contracting authority), requests tenders for the delivery an analysis of the future of road transport. The aim of the procurement is that the Norwegian Public Roads Administration would like to contribute to knowledge on society's demand for road-based mobility and sustainable freedom of movement, and how the road transport system ought to be further developed.

The background for the procurement is that the Norwegian Public Roads Administration would like to contribute to knowledge on social, economic, and technological development and consequences for society's demand for mobility and sustainable freedom of movement. The focus of the assignment is road traffic's role in delivering on this demand, and the necessity and risk to society of the further development of the road transport system and phasing-in of technology.

Any options will go parallel to the assignment and will be undertaken in the period December 2023 - June 2024.

Documentation requirement:

Tenderers must confirm their fulfilment of this requirement when submitting a tender.

Tenderers must present the following documentation proof if requested by the contracting authority:

• Norwegian tenderers: Company registration certificate.

• Foreign companies: Documentation proving that the company is registered in a trade or business register as stated in the law of the country where the tenderer is

is established.

Økonomisk og finansiell stilling:

Tenderers must have sufficient financial capacity to fulfil the contract.

Credit worthiness will be sufficient to meet the requirement.

Documentation requirement:

The contracting authority will obtain a credit rating from Experian.

If in doubt, the contracting authority can obtain further information from the tenderer.

Teknisk og faglig kapasitet:

Tenderers must have relevant experience.

The following central work/areas are particularly relevant:

• Valuation assessments

• Technology trends, electrification, and climate goals regarding road transport

Documentation requirement:

Tenderers must confirm their fulfilment of this requirement when submitting a tender.

Tenderers must present the following documentation proof if requested by the contracting authority:

An overview of minimum 3 (maximum 5) of the most important completed relevant work in the last 3 years, including a short description of the assignment, the name of the public or private recipient, as well as information on the value/amount/scope and date.

A tenderer that is newly established and unable to submit references, must be particularly careful to document and substantiate that he has the prerequisites to carry out the assignment.

Newly established tenderers can document fulfilment of the requirement by referring to the experience of offered persons/resources that have developed their skills in the service of other providers.

Tenderers must have the adequate implementation ability.

An account of how sufficient capacity will be ensured for this assignment. Among other things, a staffing plan must be submitted for the assignment, showing the number of employees, hired persons, etc.
