The procurement primarily includes the procurement of services (control and maintenance of gas installations), which are carried out in the contracting authority ́s locations. The central climate and environmental footprint of this procurement is, thus, passenger transport to and from the contracting authority ́s locations in connection with services performed.
The contracting authority has assessed how the contracting authority can achieve the lowest climate and environment for the services included in this procurement, and has concluded that having absolute requirements for the use of zero emission vehicles for passenger cars and small goods vans will clearly give a better climate and environmental impact than setting award criteria and evaluating the different types of fuel used in the service.
The procurement also includes, to a limited extent, the procurement of high pressure tubes. The contracting authority has been in contact with the market to clarify whether there are differences between these types of tubes connected to the climate and environmental impact. This type of tube is regulated by common norms and standards, which safeguard strict technical requirements for material quality and safety, and it is assumed that there are no notable differences between the relevant products in the market that fulfil the technical requirements. Therefore it is not considered appropriate to set award criteria connected to the high pressure hoses ́ climate and environmental properties.
The contracting authority has otherwise set absolute requirements for packaging, waste handling and reporting.
The contracting authority therefore believes that the condition for using the exemption provision in the PUBLIC Procurement Regulations § 7-9 (4) is fulfilled.
