The contracting authority has a continual need for nature, reindeer husbandry, and environmental assistance for the organisation's activities, including amongst other things, the effects of interventions in areas due to different forms of energy and water system measures for nature diversity, reindeer husbandry, and other affected interested parties.

The framework agreement will be entered into for one year, with an option for the contracting authority to extend the framework agreement three times for up to 12 months at a time, to a maximum of four years altogether.

Requirements: Tenderers must be a legally established company.
Documentation:
Norwegian companies: Company registration certificate or a printout from the Unit Register for sole proprietorships not required to register.
Foreign tenderers: Verification that the tenderer is registered in a trade or business register as prescribed by the law of the country where the tenderer is established. The verification can be submitted in writing or by referring to BRIS.
Økonomisk og finansiell stilling:
Requirement: Paid taxes and duties.
Documentation:
A certificate, not older than 6 months, which verifies that the tenderer has fulfilled the obligations of payment of taxes, social security contributions and VAT. The certificate can be ordered and obtained from Altinn by using a separate link on skatteetaten.no. Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.

A credit rating with key figures from a recognised credit assessment company, or other form of documentation to verify that the requirement has been met.

Considerable experience is required from relevant research and professional consultancy services at a high level within the themes mentioned in point 2.
An overview of the tenderer's largest (in turnover) individual assignment within relevant sectors (maximum 10) in the last three years, including a description of the three most relevant assignments, including their value, date, and recipient. It must be apparent what was delivered, the contributions of the offered consultants, and what role the tenderer had in the assignments in question.
