Oslo kommune v/ Bymiljøetaten

Oslo municipality c/o the Agency for Urban Environment, shall procure 3 tractors for use in Marka. A fixed service contract will also be signed for five years, with an option for a 5 year service agreement (1+1+1+1+1 year). One large and one medium sized tractor shall be procured for use in Nordmarka and a medium sized tractor for use in Østmarka. Separate contracts will be signed for each of the three parts (sub-contracts). The contracting authority is free to award the sub-contracts to the same or to different tenderers. The duration of the service agreement runs from the date of the approved delivery and hand over of the tractors.

The environment will be weighted 10%. The minimum requirement specifications for engine technology (minimum stage V) and minimum requirements for fuel (biodiesel HVO100) are required. Use of electrical machines is considered, but not technically feasible as it lacks the necessary electrical charging infrastructure at the operational locations in Marka. It is considered clear that major environmental gains will be achieved by setting minimum requirements for emission technology Stage V or better, as well as bio-fuel, than what can be achieved by weighting the environment as the award criterion 30%. Requirements connected to the tenderer's economic and financial capacity.: The tenderer shall have sufficient economic and financial capacity to be able to fulfil the contract. Documentation requirements: Credit evaluation/rating from a publicly certified credit rating institution, not older than 6 months before the deadline for receipt of tenders. The contracting authority reserves the right to obtain credit appraisal on its own initiative. If the tenderer has a justifiable reason (e.g. a recently started company) for not submitting the documentation required by the Contracting Authority, he can document his economic and financial capacity with any other document that the Contracting Authority deems suitable.

Requirements connected to the tenderer's technical and professional qualifications.: Tenderers shall be suitable for fulfilment of contractual requirements for due diligence assessments for responsible businesses, cf. the contract formulas point 12.1. This means that the Tenderer has implemented measures and systems that are used in the Tenderer's work to safeguard basic human rights and decent working conditions, as well as to prevent environmental degradation and corruption. Documentation requirements: A description of the tenderer's systems for working with due diligence assessments in accordance with the UN ́s guiding principles for business and human rights (UNGP) and OECD ́s guidelines for multinational companies.
