Through this procurement, the Sunnmøre Procurement Collaboration would like to ensure access to good food products within the range of fruit, berries and vegetables, such as fresh fruit, fresh berries, fresh vegetables and freshly harvested/processed vegetables for use in food production and serving in institutions, schools and nurseries.
In addition to good prices, wide product assortment, high quality of the delivered goods and good functions in the ordering system, as well as delivery in vehicles that ensure the correct temperature of the product, among other things, are important for the contracting authority in this procurement.

The scope of this framework agreement will vary from year to year and depends on different framework factors. The contracting authority has therefore set an upper limit to this contract in order to ensure continuity in deliveries and an increased predictability for the contracting authority and the chosen tenderer. The upper limit of this framework agreement is set at NOK 50 million excluding VAT. The contracting authority reserves the right to terminate and conduct a new contest if this agreement should exceed the stated upper limit before the contract period expires, and this is considered a significant change.

Requirement:

Tenderers must have their tax, payroll tax and VAT payments in order in accordance with the legal provisions, and tenderers must not have significant arrears.

Documentation requirement:

For Norwegian tenderers:

After a tender has been submitted, the tenderer must consent to TendSign obtaining and the contracting authority receiving information on the above via TendSign. After a tenderer has submitted a tender in Tendsign, the tenderer will receive a request from Altinn on consent to share tax information. The consent is valid on an organisation level and is valid for 3 (three) months.

If a tenderer does not give consent, the tenderer must attach a tax and VAT certificate. The certificate must not be older than 6 (six) months from the tender deadline.

Any arrears or other irregularities must be justified. (Tenderers can obtain the electronic tax and VAT certificate itself and immediately receive it by email.)

Foreign tenderers: Tenderers who are not established in Norway can present equivalent documentation issued by the authorities in the country where the tenderer is established. The certificate shall preferably be translated into Norwegian, but it will also be accepted in Swedish, Danish and English.

Credit Rating:

Tenderers must have the financial capacity to carry out the agreement.

Tenderers are required to be creditworthy, at least A in accordance with the company and accounting information system Bisnode AS (www.soliditet.no/creditcontrol) with the service CreditPro (henceforth referred to as CreditPro) or has the financial capacity to carry out the agreement based on the contracting authority's assessment.

The Contracting Authority will conduct its own assessment of the Tenderer's finances through CreditPro. The tenderer may attach other necessary information if the tenderer believes that CreditPro does not provide an accurate picture of the tenderer's financial situation.

The CreditPro service includes all Nordic countries. As a general rule, the contracting authority does not accept credit ratings from company and accounting information systems other than CreditPro in order to ensure equal treatment of tenderers. However, for foreign tenderers outside the Nordic region, the contracting authority will use and accept credit ratings through Dun & Bradstreet Credit (via DNB, https://credit.dnb.com/).

Tenderers that the contracting authority cannot find in the CreditPro system (or Dun & Bradstreet Credit for tenderers outside the Nordic region), for example, recently established companies that have not acquired a basis for a credit rating, must attach a declaration / guarantee from the parent company / owner / bank or similar financial institutions regarding the company's financial and economic position.

The tenderer, or the tenderer's employees are required to have experience from at least one equivalent assignment in the last 3 years. Similar assignments are defined here as the delivery of fruit and/or berries and/or vegetables, to medium/large public or private customers, with a duration of min. 2 years and with a value of minimum NOK 5,000,000 excluding VAT per assignment.
