The original announcement was mistakenly only announced nationally. Because this procurement must be viewed in context with other work at Flatholmen, cf. FF §5-3, where the total value of the project is estimated at NOK 200 million excluding VAT, the announcement and contracting of the electrical work must be carried out in accordance with FF Part II, above the EEA threshold value.
Tenderers who have already expressed interest through the previous national announcement do not need to express interest again.

Tax and VAT certificates

Documentation requirement for Norwegian tenderers:

Following tender submission, the tenderer must give consent for Tendsign to obtain and for the contracting authority to receive information about the above via Tendsign. After tenderers have submitted their tenders in TendSign, they will receive a request from Altinn for consent to share the tax information. The consent is valid on an organisation level and is valid for 3 (three) months.

If a tenderer does not give consent, the tenderer must attach a tax and VAT certificate. The certificate must not be older than 6 (six) months from the tender deadline. Any arrears or other irregularities must be justified. (Tenderers can obtain the electronic tax and VAT certificate itself and immediately receive it by email.)

Documentation requirement for foreign tenderers:

Tenderers who are not established in Norway can present equivalent documentation issued by the authorities in the country where the tenderer is established. The certificate shall preferably be translated into Norwegian, but it will also be accepted in Swedish, Danish and English.

Credit rating

The contracting authority will carry out an assessment of the tenderer´s finances through the company and accounting information system Bisnode AS (www.soliditet.no/creditcontrol) with the service CreditPro.

The contracting authority is not accepting credit ratings from other company and accounting information systems than Bisnode AS with the service CreditPro so that the Tenderers can be assessed on equal terms.

Tenderers can attach other necessary information with their tender if the tenderer is of the opinion that Bisnode/CreditPro will not provide an accurate picture of the financial situation.

Newly established companies: Newly established companies who have not worked up a basis for a credit assessment must enclose a declaration from a bank or similar financial institution on the company´s financial and economic standing.

This also applies to foreign tenderers.

Tax and VAT certificates

Tenderers must have their tax, payroll tax and VAT payments in order in accordance with the legal provisions.

Credit rating

The economic capacity to fulfil the contract is required, both for the main tenderer and subcontractors. A minimum requirement is that the tenderer is credit-worthy with a score of A in accordance with Bisnode AS using the service CreditPro, or that the tenderer has the financial capacity to execute the contract, based on the contracting authority’s assessment in accordance with the attached documentation from the tenderers.

Newly established companies must have the financial capacity to fulfil the contract.

Quality management system

A description of the tenderer's routines and measures for quality assurance (maximum 1 A4 page, the table of contents will not be accepted).

If a tenderer is certified in accordance with ISO 9001, or equivalent quality assurance certification, and this is described in the certification, it is sufficient to provide a copy of a valid certificate. Tenderers must state where in the certification the requirement is met.

Experience and expertise

The excel spreadsheet "Experience and Competence - the Tenderer's References" must be completed. For each reference assignment, information must be provided about the assignment's content, value, dates, the contracting authority, and the contracting authority's point of contact with an e-mail address and telephone number. In addition, documentation of the relevant competence of key personnel must be provided.

Central certification or equivalent.

Documentation of central certification or other documentation that the requirement is fulfilled must be attached.

Quality management system

Tenderers must have a quality assurance system that is suitable for the delivery and the risk involved.

Experience and expertise

Tenderers are required to have relevant experience from assignments with a transferable value to this project. This means projects with a similar degree of complexity.

In addition, the key personnel that will be included in the project management for the project are required to have satisfactory and relevant expertise. Relevant expertise for key personnel means that, as a minimum, the project manager has participated in projects with a transferable value, either as a project manager or as participants in the project group.

Central certification or equivalent.

It is required that the main contractor or executing subcontractors hold central authorisation or equivalent or that key personnel have documented expertise and experience as specified in the Building Case Regulations [Byggesaksforskriften] (SAK10) Chap. 11, §11-3 or equivalent for:
