The purpose of the procurement is to cover the need for consultancy services in municipal technical
areas. The aim of entering into a framework agreement is to ensure sufficient capacity and expertise within
consultancy at all times. The consultant will contribute to the development of projects within given quality,
time and financial frameworks.
The contracting authority intends to enter into parallel framework agreements in the following disciplines:
1. Consulting engineer for data capture, Water and Sewage
2. Consulting engineer for collection of basic data, Roads
3. Consulting engineer for noise calculation
4. Consulting engineer for bearing capacity measurement
5. Consulting engineer for road safety audit
6. Consulting engineer for land survey

The contracting authority would like to use this procurement to enter into framework agreements with 3-5 tenderers per

discipline (parallel contracts), provided that a sufficient number of tenderers are qualified. For

discipline 7, see the note*.

The aim of the framework agreement is to cover the contracting authority’s need for data collection and consultancy services

within the following disciplines:

3.2.4.1 Economic and financial capacity

3.2.4.1.1 Payment of taxes, VAT, and other public duties

Requirement:

Requirements: Tenderers must have their tax, payroll tax and

VAT payments in order in accordance with the legal provisions and tenderers must not have significant arrears.

Documentation requirement:

For Norwegian tenderers:

Subsequent to the submission of the tender, the tenderer must give consent for Tendsign to obtain and

the contracting authority to receive information on the above-named via TendSign. After tenderers have submitted

their tender in TendSign, they will receive a request from Altinn for consent to share

tax information. The consent is valid on an organisation level and is valid for 3 (three) months.

If tenderers do not give their consent, the tenderer must attach a certificate for tax and

VAT. The certificate must not be older than 6 (six) months from the tender deadline.

Any arrears or other irregularities must be justified. (Tenderers can obtain

the electronic tax and VAT certificate themselves and immediately receive it by email.)

Foreign tenderers: Tenderers who are not established in Norway shall submit equivalent

documentation issued by the authorities in the country where the tenderer is established. The certificate shall preferably

be translated into Norwegian, but it will also be accepted in Swedish, Danish and English.

3.2.4.1.3 Credit rating

Tenderers must have the financial capacity to carry out the agreement.

Tenderers are required to be credit worthy, minimum A in accordance with the company and

account information system Bisnode AS (www.soliditet.no/creditcontrol) with the service

CreditPro (hereafter called CreditPro), or have the economic capacity to fulfil the contract based on

the contracting authority's judgement.

The contracting authority will assess the finances of the tenderer through

CreditPro. Tenderers can attach other necessary information if the tenderer believes that

CreditPro does not provide a correct picture of the economic situation.

The CreditPro service includes all Nordic countries. As a main rule, the contracting authority will not accept

credit ratings from other company and account information systems that CreditPro on the grounds of

equal treatment of all tenderers. However for foreign tenderers outside the Nordic countries, the contracting authority will

use and accept a credit rating through Dun & Bradstreet Credit (via DNB,

https://credit.dnb.com/).

Tenderers that the contracting authority cannot find on CreditPro (or Dun & Bradstreet Credit for

tenderers outside the Nordic countries, for example, newly established tenderers that have not worked up a

basis for a credit assessment, must attach a declaration/guarantee from a parent company/owner/bank or

similar financing institution on the company's financial and economic position.

3.2.4.2 Technical and professional qualifications

3.2.4.2.1 Experience

Tenderers must have broad competence and experience within the relevant discipline category. Tenderers

or the tenderer's employees are required to have experience from at least 3 equivalent assignments in the last 3 years. Included in the

Equivalent assignments means consultancy assignments or data collection of varying complexity

and value within the offered discipline category, to a minimum value of NOK 30,000 excluding VAT. For ADT

and noise, the minimum requirement is NOK 15,000 excluding VAT.

Overview of reference projects over the last 3 years. Th annex "Tenderer's References* is to be used in

the response. The Excel document "Tenderer's References" must be completed for each discipline category

for which tenders are submitted (Labelled

"Tenderer's References Lot 1", "Tenderer's References Lot 2", etc. ) For each

reference assignment, information must be given on the assignment's content, value, date,

contracting authority, and contact person at the contracting authority with email address and telephone number. The references

must demonstrate that the requirement for "equivalent assignments" is met.
