The contest concerns the operation of a canteen on our premises and the serving of meeting food for small and large meetings/conferences at our meeting centre and evening events/dinners. FRAM wants to work with a tenderer that has a consistently creative operational programme with a seasonal, environmentally friendly and nutritious menu. In addition, the contracting authority would like the tenderer to be able to apply for a liquor licence for events on our premises. The canteen will serve around 500 employees + any guests. Available seating is around 200 seats in total.

The Fram Centre is the nickname for FRAM - the High North Research Centre for Climate and the Environment. The centre's institutions contribute to maintaining Norway's position as an outstanding manager of the environment and natural resources in the north. Using research as a foundation, we disseminate knowledge to public administration, businesses and the general public. The centre contributes to strengthening the link between research and education. We are an important arena both nationally and internationally and provide input on climate-related issues. An important part of the concept of the Fram Centre is to develop interdisciplinary collaboration and networks and to be a national and international meeting place for academic communities, politicians, businesses, education and the general public in the field of climate and the environment. Canteen services and shared meeting places in the Fram Centre will be an important building block from this perspective.

It is preferable to establish an economically and environmentally sustainable long-term system for the operation of a shared canteen. It is preferable that the tenderer can demonstrate an environmental profile that supports the centre's professional profile through the products offered and in its operation. This is reflected in the requirements set forth in the requirement specifications. In terms of building technology, the Fram Centre is not designed for food preparation in areas other than the canteen areas, which means that there is a need for a well-functioning and attractive canteen solution. The tenderer of the canteen must be competitive in terms of price and quality, and the price should be moderate and at a similar level to comparable canteens (see more about pricing in Annex 7 - Product and price form).

Canteen operations and catering for meeting and conference activities must be separate service deliveries, and therefore the price structure must not be the same due to the operating subsidy for the canteen. For meetings and conferences, the tenderer must be able to offer production and serving of meeting food in the canteen areas in addition to shared meeting rooms. This will be priced through meeting packages (See further details on pricing in Annex 7 - Product and price form). The contracting authority must be responsible for meetings and conferences and make orders for such day packages or other catering services.

There will be no obligation to purchase either canteen food or meeting food outside our shared meeting rooms/common areas. Employees must be able to bring their own packed lunches to the canteen, and Framsenteret Drift AS (and any associated institutions) may choose to purchase catering services within their leased premises from parties other than the tenderer of the canteen operations.

However, there is a lot of meeting activity in the Fram Centre, so there is a significant market for such services in the building, and the tenderer of the canteen services will benefit from being located in the building.

Tenderers must be registered in a company register, professional register or a trade register in the country where the tenderer is established.
Norwegian companies: Company registration certificate
Foreign tenderers: Verification that the tenderer is registered in a company register, professional register or a trade register in the country where the tenderer is established.
Økonomisk og finansiell stilling:
Tenderers must have sufficient economic and financial capacity to fulfil the contract. Creditworthiness with no requirement for guarantees will be sufficient to meet the requirement.
Minste nivå(er) av standarder:
Credit assessment based on the most recent accounting figures. The rating must be carried out by a credit rating agency with a licence to provide such service.
Teknisk og faglig kapasitet:
Tenderers must have experience from comparable assignments. The company must be registered with the Norwegian Food Safety Authority and have an approved IK food system
Minste nivå(er) av standarder:
Description of the tenderer's most relevant assignments (max 3) in the course of the last 3 years. The description must include a statement of the assignment´s value, date and recipient (name, telephone number and e-mail address). It is the tenderer's responsibility to confirm relevance through the description.

Tenderers can document experience by referring to the competence of personnel at disposal for this assignment, including experience that has been acquired while personnel performed services for another supplier.
