the Norwegian Defence Estates Agency (NDEA)invites tenders to submit tenders for participation in a tender contest with negotiation (two-step procedure) for a general contract for 3 buildings in Rena Camp.
The project is localised inside the current camp area. The project includes a total of 3 buildings. Building A shall be constructed on 2 floors, where the ground floor consists of a workshop/garage section as well as technical rooms. The 1st floor consists of offices, meeting rooms and teaching rooms. Load-bearing structures/external walls and floor dividers shall be made of concrete. Steel façade panels. The building shall be erected with a saddle roof (wooden roof trusses). The total gross area (Norwegian: BRA) is approx. 1520 m2.
Building B is included as an option. Building B shall be constructed on 2 floors. The building is a billeting building which shall be erected by using steel columns and half-timbering walls. Concrete elements shall be used in the floor dividers. The total gross area (Norwegian: BRA) is approx. 660 m2.
Building C is a cold building for placing waste containers and emergency power systems. The technical installations for electrical and HVAC and sanitrary installations are included in the general contract, including conveying from switch-on points. An area for access for cars shall be developed outside the building

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

Qualification requirement: Tenderers must be a legally established company. Documentation requirement: Foreign tenderers must present documentation that confirms that the company is legally registered in its home country. Norwegian tenderers do not need to document fulfilment of this requirement beyond the presentation of tax and VAT certificates, cf. the information below.

Qualification requirement: Tenderers must have their tax and duty payments in order (only for Norwegian tenderers). Documentation requirement: Tax and VAT certificate (RF-1316). The certificate can be ordered via www.altinn.no. The certificate must not be more than 6 months from the tender deadline.

Økonomisk og finansiell stilling:

Qualification requirement: Tenderers must have good solidity and also sufficient financial capacity to fulfil the contract.

Documentation requirements: Presentation of a credit rating showing that the tenderer is creditworthy, as well as presentation of accounting figures from the last available accounting figures showing the tenderer's turnover, and a statement of the tenderer's total turnover over the last three years. (Not required if the accounts' key figures are given).

Credit evaluation of the tenderer, not older than six months from the deadline for receipt of tenders. The assessment shall be issued by a company with a credit reporting license from the Norwegian Data Protection Authority, see www.datatilsynet.no. The credit rating must contain an assessment of the tenderer’s payment history/reliability.

The result of the credit rating must be given as a graded value (letters or numbers) on a defined scale. If the tenderer, in order to comply with the requirement, presents guarantees from other companies (e.g. the controlling company), equivalent credit assessment for this company must be submitted. Furthermore, a legally binding confirmation must be enclosed from this company stating that they have joint and several liability under the contract.

Teknisk og faglig kapasitet:

Qualification requirement: The tenderer (as a company) must have good experience and competence with the execution of work of an equivalent size, nature, and/or complexity. The tenderer (as the company) must have good experience as a general contractor. Documentation requirement: A list of two to five relevant reference projects carried out during the last ten years, which provides a brief description of the projects, their scopes and why these are relevant to this project. Minimum two reference projects must include the role as a general contractor. If necessary, the tenderer can present documentation from subcontractors so that they collectively meet the requirements.

Personnel that will be employed by the tenderer to read and view security-graded parts of the tender documentation must have authorisation in accordance with the Act relating to national security (Security Act) The tenderer must, as soon as possible, subsequent to any qualification phase, present the need for personnel who must be authorised in connection with the contractual work. Attention is drawn to the fact that it is the tenderer's risk if authorisation is not registered in time for the tendering phase, unless the delay is due to conditions that the Norwegian Defence Estates Agency is responsible for.
