The contracting authority would like to enter into a framework agreement for picking analyses of waste in Trondheim. There is a need in the contract period for picking analyses of household waste for the contracting authority and municipal business waste for Trondheim Municipality c/o the Agency for Climate and the Environment, Municipal Engineering, and Trondheim Property. The contracting authority has assignments for annual picking analyses. The scope and fractions can vary from year to year. The contract will concern picking analyses at the contracting authority's 5 household fractions (cardboard/paper/cartons, plastic packaging, glass/metal, food waste, and residual waste), as well as municipal business waste, with a focus on surplus food and food waste, i.e., usable and non-usable food waste in municipal entities, which is the need, but there can also be other needs. Picking analyses on further fractions in the contracting authority's portfolio can also be ordered if required. See annex 03 Price Sheet for the main need under the framework agreement.

The framework agreement period is 2 years, with an exclusive option for the contracting authorities for 1+1 year extension. The amount of assignments can vary from year to year depending on ongoing projects, but the contracting authority is setting the following financial limits for the framework agreement:

The main limit is NOK 1 million a year, i.e., NOK 4 million over 4 years, however, if the contracting authority sees that the service is of great benefit, the concept and service procurement can be increased to NOK 1.5 million a year, which will mean a total value of NOK 6 million over 4 years. The contracting authority has set a maximum limit under the framework agreement of maximum 20% increase of the total stated value. Qualification requirements
Tenderers must be registered in a company register, professional register or a trade register in the country where the tenderer is established.
Documentation requirement:
Norwegian companies: Company registration certificate
Foreign companies: Verification that the tenderer is registered in a company register, professional register or a trade register in the country where the tenderer is established.
The certificate must not be older than 12 months from the tender deadline.

Qualification requirements
Tenderers must have the financial capacity to carry out the assignment/contract. Tenderers are required to be credit worthy, have satisfactory liquidity and solidity, and a minimum score of A or equivalent.
Documentation requirement:
Credit assessment based on the most recent accounting figures. The credit rating must not be older than 3 months. The rating must be carried out by a credit rating agency with licence to conduct such services.

Tenderers must have experience from comparable assignments.
