The overall aim of this procurement is to provide the statutory offer for housing asylum seekers.
Arrivals of new asylum seekers in Norway vary significantly over time. The need for housing asylum seekers is unpredictable, both due to variable arrivals and to how long it takes to process asylum applications.
In order to cover this varying need for housing capacity, UDI would like to enter into regional contracts for running reception centres. The contracts will give UDI access to a considerable number of reception places (between 500 and 1500 places per region, depending on the need on the date of the award of contract).
The procurement will be made in accordance with part IV of the Public Procurement Regulations. Note that the contracting authority reserves the right to award the contract without holding negotiations.

Contracts for running reception centres after this contest will ensure UDI quick access to a potentially considerable number of reception centre places with up to 1500 reception centre places, which make up to 10 reception centres, depending on the need on the date of the award of contract.

At times the reception centre can also function as an integration centre, cf. the requirements specification 'requirements for running integration places'.
At times the reception centre can also function completely or partially as a relief centre for the arrivals and transit system, cf. Annex 1 B, appendix 1; 'Routine Description for Asylum Reception Centres with Transit Places and Ordinary Places'.
The reception centre's goal is to contribute to residents taking care of their own life situation during their stay at the reception centre, as well as prepare them for return to their home country or for settling in Norway. The residents in ordinary reception centres are single persons, single underage persons with a chaperone, couples, and families.

During a stay at an ordinary reception centre, residents must be given an offer of:
- Information on Norwegian society
- Information and guidance so that they can function during their stay in the reception centre
- Targeted information on returns and settling
- Information on the possible outcome of their asylum application
