The contracting authority plans to implement the new ticketing system with a start-up on 1 October 2023 at the latest.
The contracting authority has entered into bus contracts that will also have a start-up from 1 October 2023. All vehicles that begin running routes from this date must have the new ticketing system installed.
In total this means installation in approx. 130 vehicles split between three contract areas. In addition the ticketing system will be used for booking transport (taxi or passenger car) and scheduled vessels (passenger boats and ferries).
The ticketing system will give the public in Finnmakr access to new simple systems for buying journeys on a bus, boat, and ferry, also through other entities' ticketing systems. It must be possible to purchase tickets through Snelandia web, app, as well as through web systems and apps from the contracting authority's agents.

The delivery will include central software, distributed software, and accompanying equipment in 130 busses, 10 other vehicles (taxi or passenger car in scheduled transport), as well as on 13 scheduled vessels.

Egnethet til å utøve yrkesvirksomheten:
Tenderers must pay taxes and duties in accordance with the legislation in the tenderer's home country.
Tenderers must attach a tax certificate for tax and duties from the Norwegian Tax Authority. The tax certificate must not be more than six months calculated from the tender deadline. Any arrears or other irregularities must be justified.
Foreign tenderers must provide a certificate issued by a competent body confirming that the tenderer has fulfilled its obligations to pay taxes, duties in accordance with the legislation of the tenderer's home country or the country where the tenderer is established. The tax certificate must not be more than six months calculated from the tender deadline.

Tenderers must be a legally established company.
Tenderers must submit a company registration certificate.
If the legal unit that submits a tender is 50% or more owned by another company, the parent company must also submit a company registration certificate.
Foreign tenderers must prove that the company is registered in a professional register or business register, as prescribed in legislation in the country where the tenderer is established.

Tenderers must have sufficient economic and financial capacity to carry out the assignment.

For Norwegian tenderers:
Tenderers must attach a satisfactory credit rating based on the most recent financial figures.
For foreign tenderers:
This must be attached with a credit rating based on the last known fiscal figures.
Extended credit rating/report, not older than 3 months, from a publicly certified credit appraisal company, which includes a credit rating of the tenderer, typically given by a letter or short text, as well as an explanation of this.
The report must be based on the last known fiscal figures. The date must be clearly stated.
If a tenderer has justifiable reasons for not being able to present a credit rating (for example, newly started companies with a credit-rating of AN, individual foreign companies or companies without reporting obligation to the Brønnøysund Register Centre), the tenderer can prove his economic and financial position with any other document the contracting authority deems suitable, cf. the Norwegian Public Procurement Regulations (PPR) § 16-4.

Tenderers must have sufficient and relevant experience and competence for the assignment.

Tenderers must submit an overview of the 3 most important relevant deliveries that the tenderer has carried out in the last three years, which clearly state what was delivered, on what dates, the name of the contracting authority, the contracts' values, and contact persons (with contact details) at the contracting authority.
