Oslo kommune c/o Oslobygg KF [Oslo Municipality, c/o the Municipal Undertaking for Social Housing], hereafter called the contracting authority, invites tenderers to participate in an open tender contest for a contract for detailed engineering design and the construction of Bjørvika School.
Oslobygg KF shall construct a new primary and lower secondary school with a multipurpose hall. The school shall be built on lot D2 (in Bjørvikaplanen) with cadastral number and title number 234/111 and others. Bjørvika school is a new building with a gross area (Norwegian: BTA) of approx. 15,250 m2 including technical rooms, for 840 students in the first to tenth years, including 60 students in reception classes. Moreover, a 'and base' will be established for the Maritime School, dimensioned for 60 students (2 classes simultanously), as well as a multipurpose hall with 3 gymnasiums, a dansing hall and some specially equipped areas. The school areas are divided between 3 floors, as well as a technical basement. The contracting process and initiation of detailed planning are scheduled for late autumn 2023, the construction is expected to start during summer 2024 and handover to the developer in 2027.

Requirement: Tenderers must be a legally established company.
Documentation:
o Norwegian tenderers: Company Registration Certificate
o Foreign tenderers: A verification showing that the tenderer is registered in a trade index or business register as prescribed by the law of the country where the tenderer is established.
Økonomisk og finansiell stilling:
Requirement: Tenderers must have the financial capacity to carry out the assignment/contract.
The size of the turnover, seen in relation to the contract value, can be emphasized.
Documentation:
o The tenderer's last 3 years accounts including notes, the Board's Annual Report and Audit Report, as well as latest information of relevance to the company's fiscal numbers.

o Credit appraisal/rating, not older than 1 year, and that is based on the last known fiscal figures.
The contracting authority reserves the right to obtain credit assessments of the tenderer's company.
Teknisk og faglig kapasitet:
Requirement: The tenderers must have good competence and experience from assignments of a similar nature, scope and complexity. In the assessment the contracting authority will, amongst other things, but not exhaustively, emphasise experience from:
- Construction of large complex buildings executed as a turnkey contract
- Projects with complex/complicated groundworks (similar complexity as Bjørvika School)
- Large projects close to central areas with similar barracking conditions
Documentation:
o A description of up to 7 reference projects that the tenderer has carried out in the last five years, together with attestations of satisfactory execution of the most important work. At least two of the reference projects must demonstrate competence and experience with projects with complex groundwork.

The overview and certificates shall state the value of the work, the time and place of the work executed, the contracting authority and a description of the type of project, the type of contract, and the nature of relevant work covered by the contract.

Requirement: The tenderer shall have a satisfactory quality assurance system
o Certificate of the tenderer's quality system/management system issued by independent bodies that certify that the tenderer fulfils certain quality assurance standards, for example ISO 9001:2015.
