The aim of the project is to renew the pipeline network, reduce water leaks and ensure sufficient capacity in the areas Nordseter Terrasse, Tysleveien and Lisleveien in the Nordstrand district. The measure shall reduce leaks, increase operational security and ensure sufficient capacity, including fire water capacity, in an area where the current pipeline network has repeated fractures and significant functional shortcomings. The project includes the renewal of approx. 1,000 metres water and sewage pipelines. The work shall be carried out by using both traditional trench excavation and suitable no-dig methods. Kvalitetskriterium (navn): Assignment comprehension: • When evaluated, the contracting authority will emphasise how the tenderer ́s systems take care of and solve the different challenges in the project. At the same time emphasis will be put on how the tenderer identifies and solves any further challenges that are not explicitly mentioned in the description.• When evaluating, the contracting authority will emphasise how the progress plan ensures proper progress as regards HSE and quality in the project. At the same time emphasis will be put on how the tenderer ́s manpower and capacity ensure effective management of the contract work, both for planned activities and unforeseen conditions. The contracting authority has identified the following challenges: •Traffic management and mass handling in residential areas. • Site activity near a nursery in an area with bad access/narrow road width • Blasting and pigging of rock along the existing high and low voltage routes, as well as with overflow cables. • Execution of an emission free system in one area with access to small electricity •Handling of the local environment as regards neighbour contact, site noise, site dust, vibrations and vibrations.

Kvalitetskriterium (navn): 5.2.3 Exceptions from weighting the environment The contracting authority has assessed the use of climate and environmental considerations in light of the utilities regulations §7-9 in this procurement. The main rule in accordance with §7-9 second paragraph is that climate and environmental considerations shall be weighted with a minimum of 30 percent in the award criteria. Pursuant to §7-9 fourth paragraph, however, the award criteria can be replaced with climate and environmental requirements in the requirement specification, if it is clear that this gives a better climate and environmental effect, and this is justified in the procurement documents. The contracting authority has made a concrete assessment of the nature and execution of the relevant procurement, and it is assumed that the climate and environmental impact is mainly related to how the construction work and the accompanying transport are actually carried out, including the use of machines and vehicles. Furthermore, it is considered that binding minimum requirements in the requirement specifications provide a more predictable and safe reduction of emissions than the use of award criteria alone, as the requirements apply during the entire contract, independent of the tender evaluation. Oslo municipality ́s standard climate and environmental requirements for building and construction procurements have form the basis for the contract. In accordance with these requirements, there are minimum requirements regarding emission free execution of the construction work, including that all work at the building and construction site shall be carried out emission free. The following applies to the last transport stretch/cargo mile for mass transport and other transport: • Tenderers are obliged to use vehicles that are either emission free or biogas based in the execution of the contract. All relevant environmental performance is therefore regulated as an absolute minimum requirement, which safeguards climate and environmental considerations in the best possible way. The contracting authority will therefore not evaluate the climate/environment criteria.

Requirements connected to the tenderer ́s economic and financial capacity.: Tenderers must have the financial capacity to carry out the assignment, cf. point 4.1.2. Documentation requirements: The company's annual accounts or extracts thereof if the publication of the annual accounts is required in the country where the tenderer is established. Requirements connected to the tenderer ́s technical and professional
qualifications.: • Experience is required from projects of an equivalent nature and degree of difficulty. Equivalent nature and degree of difficulty means: [http://vanskelighetsgrad. With] • Construction of water and sewage installations in residential areas with laying of water pipelines and manhole building, and; • Blasting work connected to the establishment of Water and Sewage ditches, close to existing buildings, infrastructure and private properties. Documentation requirements: An overview of the construction and construction work that the tenderer has carried out in the last five years, together with testimonials for satisfactory execution of the most important work. If necessary to ensure sufficient competition, the contracting authority can also accept documentation for relevant building and construction work carried out more than five years ago.
