The procurement concerns the purchase of patient journeys by road. Patient transport by road is a facilitated transport where the patients, according to applicable legislation, have the right to have their expenses covered for transport to and from treatment.
The contracting authority is not obligated to purchase a specific quantity of patient transport, and reserves the right for variations in the contract quantity.
The contracting authority aims to facilitate increased coordination within the contract, including measures to establish fixed routes and coordinated patient travel across municipal borders and tender areas.
The contract has a combined estimated value of NOK 40,000,000. The contest has a combined maximum value of NOK 49,000,000. The stated scope is an estimate for information to tenderers, and is not binding for the future contract volume.
The requested services are divided into Lot 1 Fedje, Lot 2 former Os municipality and Lot 3 Strandebarm and Omastrand. See the Contest Provisions, Annexes 1, 2, 3 and 10, and the agreement for more information.

Tenderers must be registered in a company register or a trade register in the country where the tenderer is established.
Documentation requirement:
Norwegian companies: Company registration certificate
Foreign companies: Verification that the tenderer is registered in a professional register in the country where the tenderer is established.

Qualification Requirement:
Tenderers must have sufficient economic and financial capacity to ensure implementation ability for the entire agrement period. Tenderers are required to have a turnover that is equivalent to the estimated annual value for the sub-contract that a tender is submitted for.

The contracting authority will evaluate the Tenderer's fulfilment of the qualification requirements in the following manner:
The annual accounts including notes, with the accompanying auditor's report for the last three fiscal years for all of the legal unit that applies. If the annual accounts for the last fiscal year have not been formally approved, the provisional annual accounts must be presented.

A statement of the company's turnover for the last available fiscal year within the passenger transport area.
If a tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can prove his economic and financial position with any other document that the contracting authority deems suitable.

Tenderers may rely on other businesses to fulfil the qualification requirement for economic and financial capacity by ticking this box in Chapter II, section C of the ESPD form.

In this case, tenderers must submit separate self-declarations for each of the businesses it relies on. The self-declarations must contain the information requested in sections A and B of the ESPD form in parts II and III, as well as the information in Parts IV and V to the extent that they are relevant to the specific requirement(s) for which the tenderer relies on the businesses.
