Egnethet til å utøve yrkesvirksomheten:
Requirement: Tenderers must be registered in a company register or a trade register in the country where
the tenderer is established. Documentation requirement: Norwegian companies: Company Registration Certificate. Foreign
companies: Documentation that the company is registered in a trade register or a Register of Business Enterprises in accordance with
the laws of the country where the tenderer is established.
Økonomisk og finansiell stilling:
Requirement: Tenderers must not have significant deviations in their reporting obligations to
the tax authorities. Requirement: Tenderers are required to have sufficient economic and financial capacity
to fulfil the contract. Tenderers must as a minimum be credit worthy.
Minste nivå(er) av standarder:
Documentation requirement: Norwegian companies: For documentation, the contracting authority will obtain expanded
tax information from the Norwegian Tax Administration via power of attorney that the tenderer must
present (see annex 1.6). Tenderers must submit any approved repayment plan.
Foreign companies: Certificate issued by the competent authority in the tenderer's home country that
confirms that the tenderer has fulfilled their tax obligations in accordance with
the legislation applicable to where the tenderer is established. Documentation must be submitted in
Norwegian/Scandinavian language/English. A translation must be attached to the original certificate. Documentation requirement:
For documentation, the contracting authority will obtain a credit rating for Nordic applicants.
The contracting authority subscribes to services from Bisnode (D&B). Tenderers must, as a minimum, achieve a
rating of A (credit worthy). It is assumed that tenderers are familiar with the registered
information on the company, and consent with their tender submission to the information
being obtained and used as a basis for the assessment of the tenderer's financial circumstances. If there is doubt as to
whether a tenderer meets the requirement, the contracting authority may require further documentation on
the financial capacity. In the case of mergers/buy-outs/new establishments, a tenderer can be evaluated
separately. Foreign companies: Applications from outside Scandinavia must themselves present a credit rating
that documents that the credit worthy requirement equivalent to A - credit worthy is met.
Teknisk og faglig kapasitet:
Requirement. Tenderers must have sufficient experience to execute the assignment. Requirement: Tenderers must
have the necessary capacity and competence to meet the needs associated with delivery of the assignment.
Minste nivå(er) av standarder:
The requirement is considered to be fulfilled if a tenderer can demonstrate three reference projects preferably from the last 5
years, with the following characteristics: - The tenderer has completed and had responsibility for
equivalent deliveries. For tenderers who submit tenders jointly, or who rely on
other companies' resources in order to fulfil the qualification requirements, this requirement must
be met in full by the company that will have the coordination role in the project.
Documentation requirement: The contracting authority has prepared a form that the tenderer must use for
responses to both this qualification requirement and the selection criterion in point 4.4. (See Annex 1.1).
The form states what information tenderers must provide. Documentation requirement: Tenderers
must submit an overview of staffing for this assignment, for example: - A description of
the organisation for the assignment (organisation chart or similar) including planned staffing and/or
key roles.
