Proactive monitoring and dealing with vulnerabilities is expected, not only reactive dealing with larger unwanted incidents.
The following mustl be included as part of the MDR service:
Surveillance and monitoring - The tenderer is to receive and facilitate logs from the contracting authority's IT environment and carry out automated and manual processes to monitor the logs. We would like the tenderer to have responsibility for establishing and maintaining sufficient visibility in the contracting authority's IT environment.

Threat detection - The tenderer is to work continuously to detect threats and security incidents, and notify the contracting authority of them.
Analysis - The tenderer is to present analyses of incidents and malware, and offer analysis possibilities for tactical investigations of incidents for the contracting authority. The chosen tenderer must also offer an option for data visualisation and incident analysis for the contracting authority.

Support for incident management - The tenderer must offer incident management functions that enable incident response to be managed in collaboration with the contracting authority, or, if needed, with the contracting authority's collaboration partners and suppliers.

Threat Intelligence - The tenderer is to collect relevant threat information, threat analyses and management, and for threat modelling. It will also be necessary for the tenderer to be able to consume threat intelligence delivered by contracting authority.

DFØ has a unilateral right (option) to extend the contract three times for one (1) year. This means that the maximum contract duration can be 5 years (2 years + and option for 1 year + an option for 1 year + an option for 1 year).

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Tenderers must be registered in a company register, professional register or a trade register in the country where the tenderer is established.
Norwegian tenderers:
Updated Company Registration Certificate. DFØ will obtain the relevant information itself from the company register.
Foreign tenderers:
Verification showing that the tenderer is registered in a company register, trade register or a commerce register in the country where the tenderer is established.
Økonomisk og finansiell stilling:
The tenderer must have sufficient economic and financial capacity to be able to implement the contract.
Tenderers must enclose a credit rating. The credit report must be based on the last known accounting figures. The credit score must not be lower than A (creditworthy) or equivalent if a different form of score is used (numbers).
Documentation:
Credit rating based on the last known accounting figures, not older than three months. The rating must be carried out by a credit rating company with licence to conduct this service.
Teknisk og faglig kapasitet:
The SOC/IRT/MDR service must be part of the tenderer's main business area.
Tenderers must describe the areas for which they deliver services.
Tenderers must have delivered and implemented the system for customers.
A list of minimum 3 and maximum 5 relevant projects from the last 3 years including a description of the service and name of the customer.
Tenderers must document a high competence level and experience with the system.
Documented by the tenderer referring to relevant courses/certificates.
