The contest is for the delivery of monitoring services for the water area Glomma south.
As part of the work in the water area, general monitoring and condition assessments of the water bodies are to be carried out. The water area coordinates monitoring of water bodies in accordance with the water regulations work in cooperation with County Administrator in Oslo and Viken, which has overall responsibility for the monitoring and knowledge basis.
See point 1.1.1 for a description of the participants in the contract.
The value of the procurement is estimated to be approx. NOK 850,000 excluding VAT per year for all of the lots. The value is an estimate and is not binding for the contracting authority. The contracting authority´s need can vary from year to year. The consumption will also depend on the weather situation (such as drought), changed financial frames, organisational alterations, municipal and county activities, and public injunctions.

The contest is subject to cancellation by the contracting authority, due to budget coverage and political approval, amongst other things.

Lots/groups

Tenders can be submitted for one or several groups. Sub-tenders and alternative tenders cannot be submitted for individual groups, nor alternative tenders.

Groups:

Group 1: Rivers and streams: Sample taking and analysis of fouling algae. Reports and entering data into Water Environment.

Group 2: Rivers and streams: Sample taking and analysis of bottom fauna. Reports and entering data into Water Environment.

Group 3: Sample taking from lakes.

Group 4: Lakess: Counting plankton, reports and entering data into Water Environment.

Group 5: Laboratory services

Statens Standardavtale (SSA) [Government’s Standard Contract]

The contract is expected to awarded by 01.01.2024.

The procurement will be regulated by the attached contract, SSA-O.

The contracting authority will enter into a contract with 1 tenderer per group.

The contract will be valid for the years 2024, 2025 and 2026. The contract will then be renewed automatically for 1 (one) year at a time, unless 3 (three) months notice is given by the contracting authority before the renewal date. The contracting authority can give 12 (twelve) months notice on the contract before the renewal date. The contracting authority expects the tenderers to familiarize themselves with the contractual provisions and make the necessary clarifications internally in readiness to sign the contract if awarded.

Tax and VAT certificates

Tenderers must have their tax and VAT payments in order (ESPD: Part II A.e).

Documentation requirement: Requirement for certificate of paid VAT, tax and social security contribution. A certificate issued by the competent authority in the tenderer's country, confirming that the tenderer has met the obligations in regard to payment of VAT, tax and social security contributions in the country where the tenderer/contractor has its headquarters the (Norwegian certificate for Tax and VAT is combined and ordered from altinn.no, RF-1507, previously RF-1244) in accordance with the legislation in the country where the tenderer is registered. The certificate must not be more than six months old.

The contracting authority is not allowed to request the certificate if he has already received it, in accordance with the regulations § 17-1(4). If you have submitted a tax certificate and it is still valid at the tender submission deadline for this contest, you are not obliged to submit a certificate now. If this is the case, state when and to whom the certificate was previously submitted. You can, however, attach the certificate voluntarily if you want.

Other economic and financial requirements: Economic and financial standing

Requirements regarding the tenderer´s economic and financial standing: The financial capacity to fulfil the contract is required (ESPD: Part IV B.58-3).

Documentation: The contracting authority will assess finances through the company and accounting information system Proff Forvalt (www.forvalt.no). The contracting authority reserves the right to obtain supplementary information about the tenderer's finances.

Any need for support from other companies in order to fulfil this qualification requirement: If a tenderer is dependent on other companies to fulfil this qualification requirement, an account thereof must be given below. In such cases the contracting authority will assess the finances of the supporting company in the same way. The contracting authority retains the right to collect supplementary information, bank guarantees or similar.
