Innlandet County needs to establish a new framework agreement that covers the need for Microsoft licences and licence management with a Licensing Solution Partner (LSP) as described in the scope of the procurement.
The framework agreement will have an initial duration of 2 - two - years with an extension for a further 2 - two - years and then 1 - one - year at a time for up to 2 - two - years, totalling 6 - six - years (2+2+1+1).
The estimated value of the contract is NOK 75 million excluding VAT.
The maximum procurement under the framework agreement is NOK 100 million excluding VAT.

Innlandet County will enter into a framework agreement with a tenderer for the purchase and management of licences from Microsoft as well as assistance with the management of the Enterprise Agreement (EA), Campus Agreement, Cloud Solution Program (CSP) and Server & Cloud Enrollment (SCE).

The licences cover the product areas of servers, databases and office/user applications. The Tenderer shall, without undue delay, assist IFK in the purchase of licences under Microsoft's applicable agreement/partner models at any given time. As a possible award within the agreement (option), the tenderer must offer extended licence management, where they take overall responsibility either with or without the necessary tool support.

The contract can be extended for 2 - two - years, and then for 1 - one - year at a time up to 2 times - twice. The maximum duration of the contract is 6 - six- years.

Option to extend the licence management. See the SSA-R annex 1a point 10 for further details on the option.

Egnethet til å utøve yrkesvirksomheten:

Tenderers must be registered in a trade register in the member state where the tenderer is established. As described in annex XI of directive 2014/24/EU; tenderers from certain member countries can be required to fulfil other requirements in the mentioned annex.

The contracting authority will obtain the necessary information via eBevis if permission has been given. If permission to use eBevis for the company registration certificate is not given, it must be sent to the contracting authority.

Sufficient economic and financial standing is required to fulfil the contract.

Tenderers must not to attach any documentation. The contracting authority will obtain credit rating/accounting data.

Minste nivå(er) av standarder:

As a minimum requirement, tenderers must not be subject to bankruptcy proceedings, debt negotiations or liquidation or have suspended activity.

Teknisk og faglig kapasitet:

Tenderers are required to have carried out equivalent deliveries (complexity/size).

Documentation requirement (upon request or in the tender): A list of the most important deliveries in the past three years, including information on the value, date and recipient.

Tenderers must have sufficient implementation ability and capacity for implementation of the contract.

Documentation requirement (upon request or in the tender): A statement of the tenderer's organisation and number of resources within relevant areas of competence / functions for fulfilling the contract

Tenderers must be approved partners or certified to resell licences for the requested products.

Documentation requirement (upon request or in the tender): Documentation of partner status or equivalent.
