The purpose of the assignment is to gain a better understanding of the governance of sea level changes and central actors' experiences with this governance in three countries with which Norway can compare itself; that is, Denmark, the Netherlands and the United Kingdom. The purpose is not to provide a comparative analysis but rather a mapping of the governance and of the experiences that representatives of the authorities in the three countries have with the governance of sea level changes.

Norwegian tenderers:

Foreign tenderers:
• Proof that the company is registered in a trade or business register as prescribed by the law of the country where the tenderer is established.
Økonomisk og finansiell stilling: Tenderers must have the economic capacity to carry out the assignment/contract.
Minste nivå(er) av standarder:
Credit rating/assessment based on the last known fiscal figures. The rating must be carried out by an officially recognised credit rating agency.
If a tenderer has valid reasons as to why the requested documentation cannot be submitted, he can prove his economic and financial position with another document that is accepted by the contracting authority.
Teknisk og faglig kapasitet: Tenderers must have experience from comparable assignments.

Description of up to three of the tenderer’s most relevant assignments in the last three years. The description must include a statement of the assignment's value, dates and recipients (name, telephone number and e-mail address preferred). It is the tenderer's responsibility to confirm relevance through the description. Tenderers can document experience by referring to the competence of personnel at disposal for this assignment, including experience that has been acquired while personnel performed services for another supplier.
