In Norway, there is a clear goal that no one should be homeless, and the number of persons experiencing homelessness was almost halved in the period from 2012-2020 to 3,325 people. Through this assignment, the Norwegian State Housing Bank would like to obtain a new status for homelessness as of 2024, and to be able to monitor developments in the municipalities. Only a limited amount of data on homelessness is available through statistics, and must therefore be mapped separately. The assignment assumes that the survey is based on the methods and definitions that were used in previous surveys. At the same time, the intention is that the data be more widely used in the municipalities.

Kort beskrivelse:
The assignment that will be put out to tender in 2023 has a framework of NOK 750,000 with an option for continuation in 2024 and 2025, totalling NOK 3,250,000 including VAT.
The assignment starting in 2023 will mainly involve planning and preparations for the mapping that will take place in 2024. This includes obtaining the required permits for carrying out the survey. Such approval is required for the option to be exercised and for the entire project to be carried out as outlined. This also depends on the available budgetary funding, as well as an assessment of the technical progress of the project. The deadline for the status report on the assignment is 31.05.2024.

The assignment in 2024 will mainly consist of preparing the final questionnaire, contacting respondents and carrying out the survey. Registering homelessness must be carried out in week 48 in 2024. Status reports for the assignment for 2024 must be submitted by 16 December

In 2025, the assignment will mainly consist of analysis and dissemination, and the deadline for the report is 02.06.2025, but the main figures must be communicated earlier so that they can be included in the Norwegian state Housing Bank's reporting in the annual report for 2024. Beskrivelse av opsjoner:
The assignment is being announced with an option for 2024 and 2025. The part of the assignment starting in 2023 has a value of up to NOK 600,000, excluding VAT. The assignment must be completed by 31.05.24. The option for 2024 has a value of up to NOK 800,000 excluding VAT, and the option for 2025 has a value of up to NOK 1,200,000, excluding VAT.

Any option assignments must be completed by 16.12.24 and 02.06.25.
The use of the option for 2024 and 2025 depends on the available budgetary funding, as well as an assessment of the professional progress in the project.
