The Norwegian Police Shared Services [Politiets Fellestjenester (PFT)], hereinafter referred to as the contracting authority, shall, on behalf of the Norwegian Police and the Norwegian Police Security Service, enter into framework agreements for locksmith services.
The contract(s) must be able to cover all types of needs that the police have for locksmiths.
Further details on the contracting parties, including who is defined as a contracting authority in accordance with the contract, is stated in Annex 4 – Administrative regulations, point 3.
The procurement is divided into 12 geographical lots (sub-areas).
The needs covered by the framework agreement are further described in Annex 1 Requirements Specification.

Kort beskrivelse:
The contract(s) must be able to cover all types of needs that the police have for locksmiths. The following needs are particularly relevant:
• Assistance in cases under the Enforcement Act where the enforcement authorities in the police need to enter homes/premises with subsequent change of lock(s)/locking of doors. This is assumed to account for the majority of the need for locksmiths.
• Assistance in cases where the police's operational crews need to enter homes/premises with subsequent change of lock(s)/locking of doors.
• Cover other needs within the police, such as when a locksmith is needed at buildings that are owned and leased by the police.
• The police use the Norwegian Armed Forces' agreements for needs at police premises, but are free to purchase similar goods and services outside the Armed Forces' framework agreements.
• The Armed Forces' agreements primarily cover municipalities where the Norwegian Armed Forces have premises. This does not always coincide with the Police's premises, and it is therefore preferable to be able to supplement the geographical coverage.

Egnethet til å utøve yrkesvirksomheten:
Tenderers must be registered in a company register, professional register or a trade register in the country where the tenderer is established.
Documentation requirement:
• Norwegian tenderers: Company registration certificate
• Foreign tenderers: Verification that the tenderer is registered in a company register, trade register or a commerce register in the country where the tenderer is established.
Økonomisk og finansiell stilling:
Tenderers must have sufficient economic and financial capacity to fulfil the contract.
Minste nivå(er) av standarder:
Creditworthiness with a requirement for guarantees will be sufficient to meet the requirement. Credit assessment based on the most recent accounting figures. The rating must be carried out by a credit rating agency with a licence to provide such service.

If deemed necessary, the contracting authority will obtain a credit assessment, from a credit information agency with a license to provide such services. This will be a supplement to the documentation given in the tender.
If a tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can document his economic and financial capacity by presenting other documents considered suitable by the contracting authority.

Teknisk og faglig kapasitet:
A) Tenderers must have experience from comparable assignments.
B) Tenderers must have a good and well-functioning quality assurance and management system for the services that will be provided.
C) Tenderers must have an environment management system.
Minste nivå(er) av standarder:
A) Description in Annex 2 of up to 3 of the tenderer's most relevant/comparable assignments in the last 3 years. The description must include a statement of the assignment value, dates and recipients (name, telephone number and e-mail address). It is the tenderer's responsibility to document relevance through the description. Tenderers can document experience by referring to the competence of personnel at disposal for this assignment, including experience that has been acquired while personnel performed services for another supplier.

B) Tenderers must submit documentation on their quality assurance and management system. The following documentation will be accepted:
Certificate of the company's quality system/management system, issued by independent bodies that confirm that the tenderer fulfils quality assurance standards in accordance with ISO 9001 or equivalent,
or
A description that, as a minimum, covers the company´s procedures/routines for:
- Dealing with deviations and claims
- Approval of sub-suppliers
- The process from the receipt and registration of orders until delivery at the customer.
C) Tenderers must submit documentation of their environment management system. The following documentation will be accepted:
• Valid attestation/certificates issued by independent bodies (e.g. ISO 14001, EMAS, Miljøfyrtårn or equivalent systems), or
• A description of the tenderer´s own environmental management system.
