Clarity PPM from Broadcom is used for planning and managing major and minor projects, portfolio management, and resource management by all the health trusts in the Southern and Eastern Norway Regional Health Authority, including Sykehuspartner HF.

As Sykehuspartner HF is in the process of evaluating its PPM system, Sykehuspartner must now ensure access to the existing Clarity PPM system in the evaluation period.

Due to the above, Sykehuspartner would like to procure Clarity PPM on-premise licences with an option for maintenance of and advice on the contracting authority's Clarity PPM system.

Sykehuspartner HF provides joint services within ICT, HR, logistics, and project implementation for all health trusts in the Southern and Eastern Norway Regional Health Authority.

Clarity PPM is used for planning and managing major and minor projects, as well as portfolio management by all the health trusts in the Southern and Eastern Norway Regional Health Authority, including Sykehuspartner HF. This requires a tool that functions as expected in the entire region with a high running time, and where the functionality can be adapted to support users - whether for project management and/or themes connected to line organisations.

The current on-premise Clarity licences provided by Broadcom Inc. are about to expire. Due to internal policy, Broadcom will no longer sell licences directly to Sykehuspartner HF, but will offer their licences through a network of suppliers.

Sykehuspartner HF is realising its cloud system strategy and the PPM technology platform will be evaluated in 2023 and 2024 before a possible transition to the cloud. If a decision is made to transfer to the cloud, a full procurement of the PPM system will be made.

Due to the above, Sykehuspartner HF will procure Clarity PPM on-premise licences with an option for the maintenance of and advice on the contracting authority's Clarity PPM system.

The estimated contract value including options over 3 years is NOK 12 million.

Tenderers must be registered in a company register or a trade register in the country where the tenderer is established. Documentation requirement: Norwegian companies: Company registration certificate. Foreign companies: Documentation verifying the company is registered in a company register, professional register, or a trade register in the country where the tenderer is established.

Økonomisk og finansiell stilling:

Tenderers must have satisfactory economic and financial solidity to fulfil the contract obligations. Documentation requirement: The contracting authority will assess whether a tenderer fulfils the qualification criteria in the following way: Newly published annual accounts with notes, including the auditor's confirmation. Profit and loss accounting and the balance for the last six months if it has been more than six months since the last annual accounts. The contracting authority will order a rating report from www.soliditet.no or D&B in order to verify that the tenderer has sufficient economic capacity. Tenderers must have: - Nordic tenderers must have minimum 'A' (soliditet.no) - international tenderers must have minimum '2' in the risk indicator (D&B). Tenderers are free to prove their economic and financial position with another document, including, for example, a parent company guarantee or a bank guarantee.

Minste nivå(er) av standarder: Tenderers must be credit worthy without security.
Teknisk og faglig kapasitet:

Tenderers must have sufficient ability to fulfil the contractual obligations. Documentation requirement: Tenderers must submit an overview of the 3 most important deliveries that the tenderer has carried out during the last three years that are relevant to the contracting authority's needs described in the notice.

Information on professional qualifications such as certifications etc. of relevance to the need described in the tender documentation. This

is specified according to the stated function areas.

A description of how much of the contract, and which parts, are planned to be given to sub-supplier(s).
