The framework agreement's scope concerns the procurement of all goods and services within automation for the upgrade and maintenance of Hurdal municipality's operations monitoring system for water and sewage.

The framework agreement covers, amongst other things, the following:

- Engineering design services for everything that is delivered under the framework agreement.

- Delivery and assembly of all technical equipment (hardware and software) that is required to meet the performance and function requirements given in the tender documentation.

- Testing and commencing the new top system for operations monitoring and upgraded equipment in substations.

- Verification that the stability, performance and function requirements have been met in a subsequent test period as regards the defined requirements for the handover of the installation. Note that Hurdal municipality is the system operator in the trial operations period.

- Training of personnel in Hurdal municipality who shall operate the operations monitoring system.

- Delivery of MOM documentation.

- Maintenance of the technical installations in the operations monitoring system.

1) The company must be legally registered.

2) The company must have its tax and duty payments in order. Tenderers must not have tax or VAT payment arrears, unless these concern a registered dispute matter.

Teknisk og faglig kapasitet:

4)Tenderers must have the necessary competence and experience to fulfil the contract in a satisfactory way.

5) Key personnel at the construction site and maintenance personnel must speak and write a Scandinavian language.

6) Applicants must have good quality management and environmental management.

Minste nivå(er) av standarder: The offered organisation shall have experience from equivalent contracts.

Requests to participate in the tender contest will be ranked based on the following qualification requirements:

4)Tenderers must have the necessary competence and experience to fulfil the contract in a satisfactory way.

* The Applicant's 5 most relevant deliveries in Norway in the last five years (Weight 25%)

* The offered key personnel's formal education (Weight 20%)

* The offered key personnel's relevant work experience (Weight 20%)

* The offered key personnel's experience from 3 relevant assignments in Norway the last five years (Weight 35%)

For each sub criterion, discretionary scores are given as unsigned integers where 100 is the maximum score. The applicant with the best score for the respective criterion will have their points adjusted up to the maximum points.
