The procurement Cooperation in Østerdalen intends to enter into a framework agreement for leasing suitable vehicles for the municipality's daily operations, including, amongst other things, the home care service, administrations and technical operations.
The vehicles must be environmentally friendly, cost efficient, reliable, have high security, and modern built-in safety systems.

The vehicles must be environmentally friendly, cost efficient, reliable, have high security, and modern built-in safety systems.
The vehicle fleet included in the contract mainly currently consist of goods vans and passenger cars, but also box trucks and pickups. Tenderers must therefore be able to offer a broad spectrum of vehicle types in order to cover the contracting authority's needs.

The municipalities are looking at leasing contracts for 50-60 vehicles of different categories in the coming 4-year period. The estimate is that 75% of the vehicles will be used within the home care service, the remainder will be split between administration and the technical sector.

Some of the municipalities currently lease a large amount of their vehicles, some have a mix of purchased and leased vehicles, whilst some have only purchased vehicles. There is a continual assessment of the municipalities' transport strategy, and the municipalities that currently have leased vehicles can switch to purchased vehicles, and the opposite can occur for the municipalities that currently have purchased vehicles. Based on the prerequisites for each municipality, the need can therefore vary during the contract period.

The municipalities always come under the current regulations on emission requirements for vehicles in public procurements for road transport. This means that call-offs for new vehicles will mainly be for electric vehicles, unless the exemption provisions mentioned in the regulations apply.

Based on the expected volume, adjusted for price development and possible interest rate changes, as well as possible changes in the procurement strategy for passenger transport in the municipalities, the maximum turnover under the contract is set to NOK 25 million excluding VAT.
