companies are part of groups that are active within the following three business areas; electricity grid, broadband,
and energy production. The three companies offer an electricity grid and broadband to both private and business customers within their
respective concession areas, and employ a total of approx. 73 persons. In 2022 the companies had a total
turnover of approx. NOK 295 million.

A new grid information system will be procured, as well as the operation and maintenance of it.

A contract will be signed for the assignment with one and the same tenderer for each of the three companies that are

the contracting authorities in this contest. The contract will be time unlimited and will run until notice is given on the contract,

within the limits of the public procurement rules on duration.

Varighet: 96 måneder

REQUIREMENT - Tenderers must be a legally

established company.

DOCUMENTATION REQUIREMENT:

Norwegian tenderers:

Company Registration Certificate. For Norwegian tenderers,

the contracting authority will obtain a company registration certificate from the Brønnøysund Register Centre.

Norwegian tenderers do not, therefore, need to submit a

company registration certificate.

Foreign tenderers:

Confirmation that the tenderer is registered in a

trade index or a Register of Business Enterprises, in accordance with legislation in

the country where the tenderer is established.

Økonomisk og finansiell stilling:

Tenderers must have the financial strength to

fulfil the contract.

Minste nivå(er) av standarder:

REQUIREMENT: Tenderers must have the financial strength to

fulfil the contract.

DOCUMENTATION REQUIREMENT: The tenderer’s Annual Financial Statements including notes with the board and

auditor reports for 2020, 2021, and 2022.

The contracting authority reserves the right to obtain a

credit rating from Experian.

Financial strength will be assessed in relation to turnover, operating margin,

solidity, and liquidity.

For Norwegian tenderers, the contracting authority will obtain the revised

Annual Financial Statements from the Brønnøysund Register Centre. Norwegian tenderers

do not, therefore, need to submit their revised Annual Financial Statements.

If there is a justifiable reason as to why a tenderer cannot

present the requested documentation, the requirement must be documented in another

way.

Teknisk og faglig kapasitet:

Tenderers must have sufficient technical and professional qualifications in accordance with the minimum requirements.

REQUIREMENT 1: Tenderers must have the

implementation ability to fulfil

the contract.

DOCUMENTATION REQUIREMENT: A brief, overall description of the company must be given,

including:

A statement of the tenderer’s business idea and

core competence related to the scope of the delivery.

A description of how the tenderer is organised for the

implementation of this contract.

REQUIREMENT 2: Tenderers must have experience from

relevant and comparable

deliveries.

DOCUMENTATION REQUIREMENT: An overview of relevant and comparable deliveries in the

last 3 years.

The overview of the deliveries must, as a minimum, include:

A brief description of the assignment.

Date of implementation.

Scope of the contract in monetary amount.

Fill in Annex 3 in the tender documentation.

REQUIREMENT 3: Tenderers must have a well-functioning

and documented

quality management system.

Documentation requirement: A description of the tenderer´s methods for quality assurance.

If a tenderer is certified in accordance with ISO 9001 or

equivalent quality assurance certification, it is sufficient to

attach a copy of a valid certificate.

REQUIREMENT 4: Tenderers must have a well-functioning

and documented environment management system.

Documentation requirement: A description of the tenderer's environment management system.

If a tenderer is certified by a public

certification body (EMAS, Eco-Lighthouse, ISO 14001 or similar

recognised environment management system/standard), it is sufficient to
