Stavanger municipality would like to enter into 2 separate framework agreements for the delivery of furniture to the following areas:
Contract 1: schools, institutions, offices.
Contract 2: nursery schools.
Stavanger Municipality's practice for the procurement of furniture use be climate and environmentally friendly, and promote respect for basic human rights and animal welfare. Procurement power gives Stavanger Municipality the possibility to influence global supplier chains. We do this by addressing human rights, society, and the environment in our supplies contracts that are vulnerable to risk.
We welcome a call for tenders that seeks to reward tenderers who actively work to limit negative impacts on people, society and the environment.

Qualification requirement business register: Tenderers must be a legally established company. Documentation: As documentation the Contracting Authority will obtain information from Experian. (The Contracting Authority subscribes to services from Experian). If the tenderer is registered in a foreign register of business enterprises, the tenderer must, upon request, present documentation that substantiates that the tenderer is registered in a trade index or other register of business enterprises as stated in the country where the tenderer is established.

Økonomisk og finansiell stilling: Financial ability
Minste nivå(er) av standarder:
Requirement: Tenderers must have the economic ability to capacity to carry out the assignment. Documentation: The contracting authority will obtain the credit rating Commercial Delphi Score from Experian (the contracting authority subscribes to services from Experian). Tenderers must be in risk class 5 or higher on Experian's scale. Tenderers are expected to have familiarised themselves with registered information on the company and by submission of the tender accepts that the information will be obtained and form the basis of the assessment of the tenderer's financial situation. If the Contracting Authority is unable to find the credit rating for the company in Experian, or if the credit rating is in discrepancy with the required rating, the Contracting Authority will seek to find the required information in a different way. The Contracting Authority can for example evaluate if the financial ability is satisfactory based on other information available in the Experian system, or request other information that verifies that the tenderer has the required financial ability to fulfil the contract.

Teknisk og faglig kapasitet: Experience, Ethical trade, Environmental management
Minste nivå(er) av standarder:
Qualification requirement: Experience is required from a minimum of 3 equivalent assignments. Documentation of excellent implementation ability is required. Documentation: Tenderers must present, upon request, a list of the most important deliveries or services performed in the last five years, and this must as a minimum contain: A brief description of the assignment - Size or value of the deliveries - Date (contract period) - Name of the customers and a brief description of them. Contact information to relevant customers from the list must be available on request.

Qualification requirement ethical trade: Tenderers must have a quality assurance system which shall ensure that the tenderer is able to fulfil the ethical contractual conditions that apply for this framework agreement. This means that tenderers must have methods of quality assurance which describe how the company works to comply with ethical trade in operations and in the supply chain. Documentary proof: The tenderer must document the qualification requirement for ethical trade by the tender deadline. See the separate annex for more information under the "documents" tab.

Qualification requirement environmental management: Tenderers must have an environmental management system which guarantees that the tenderer is able to comply with environmental requirements stated in the tender documentation and the contractual obligations. Documentation: Tenderers must, upon request, present a brief statement, maximum one (1) A4 page. The statement must describe the tenderer's declared environmental goals, status on the environmental work in their company, and planned measures with relevance to this contract. As an alternative this requirement can be substantiated by filling in the documentation requirement stated in field D and "Attester utstedt av uavhengige organer for miljøledelsesstandarder".
