Statnett SF needs framework agreements for the procurement of recruitment services. Parallel framework agreements will be signed with two tenderers for each lot. The framework agreements will be entered into for a 3- year duration, with an option to extend for 1+1 year. If there are not two or more tenders, a single framework agreement will be entered into with one tenderer. If parallel framework agreements are entered into, one of the tenderers will be the preferred tenderer. Tenders can be submitted for one or several of the drafted lots below. Statnett would like assistance with recruitment within the following three lots:

Requirement:
Tenderers must be registered in a company register, professional register or a trade register in the country where the tenderer is established.
Documentation requirement:
• Norwegian tenderers: Company registration certificate
• Foreign tenderers: Verification that the tenderer is registered in a company register, trade register or a commerce register in the country where the tenderer is established.
Økonomisk og finansiell stilling:
Tenderers must have sufficient economic and financial capacity to fulfil the contract.
Documentation requirement:
• A credit rating based on the most recent financial figures. The rating must be carried out by a credit rating agency with a licence to provide such service.
• The contracting authority can obtain further credit ratings or other financial information such as, but not limited to, the annual accounts including notes, the board's annual reports, and the auditor's reports.
If a tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can document his economic and financial capacity by presenting other documents considered suitable by the contracting authority.

1) Capacity
Tenderers must have sufficient capacity and can assist in recruitment within all of Statnett's geographical organisation. Statnett has offices located in Oslo, Sandnes, Sunndalsøra, Trondheim, and Alta. In addition there are operations units nationwide.

Documentation requirement:
Tenderers must provide an account of:
a) the build-up of their own organisation
b) the number of employees in the company
c) how assistance to Statnett will be solved in different parts of the country
2) Experience from similar assignments is required - Reference projects.
Similar assignments means deliveries of an equivalent nature, complexity, and scope as requested in these contest rules.
Knowledge/experience from the energy industry or entities with equivalent complexity will count positively.
The contracting authority's own experience as well as experience from other contracting authorities will be included in the assessment of experience from similar assignments. If the contracting authority has had its own experiences with the tenderer, this will be taken into equal consideration as the other references.

A description of the tenderer's most relevant assignments in the last three years per contract area that tenders are being submitted for. 01_Annex 3 Template for References must be completed.
It is the tenderer's responsibility to document relevance through the description.
The same references can be provided for several lots if the tenderer can demonstrate relevant participation.
Documentation of relevant deliveries or services that the tenderer carried out more than three years ago will also be taken in consideration if required.
3) Quality assurance
Tenderers must have and practice a good and well-functioning management system for quality that covers the delivery.
If a tenderer is certified in accordance with ISO 27001:2013, ISO 9001:2015, or equivalent quality assurance standards, and has certifications that cover the contract, it is sufficient to present a copy of the valid certificate.
If a tenderer is not certified, a description must be provided of the tenderer's system (routines and measures) for quality assurance and any further documentation/certificates that concretely show what type of system the tenderer has.
