After further assessment, the contracting authority has found that the competence requirement in requirement no. 5 in annex F-2 is more limiting than the contracting authority ́s real need suggests. The contracting authority has therefore found it necessary to adjust the requirement so that relevant and comprehensive experience can also be accepted as an alternative to formal education. Such an adjustment concerns a minimum requirement for the requested service and it can affect both the tenderers ́ interest in participating in the competition and the formulation of the tenders. The contracting authority therefore considers that the necessary alteration is significant and cannot be implemented within the limits of PPR § 14-2. There is, therefore, a justifiable reason to cancel the competition, cf. the Public Procurement Regulations § 25-4. The competition will be announced on necessary adjustments as soon as possible.
