ReMidt operates 22 recycling stations and 6 reloading halls per June 2025. The objective of the procurement is to enter into a contract for transport services between recycling stations and reloading halls, swapping and emptying hook containers, as well as transporting sludge in containers to treatment facilities. The contracting authority would also like tenders for transport services for moving and outset of bottom emptying containers in our municipalities. Parts of the service will require that tenderers can use cranes. The service will be included as an option in the contract. In 2025 the total number of transports was sufficient to employ an average of 3-5 vehicles with trailers full-time per lot. Traditionally, cupboard vehicles have mainly been used from reloading halls, whilst hook containers have mainly been used from recycling stations. This distribution is subject to ongoing evaluation and will be subject to change over the coming years. ReMidt IKS reserves the right, in other words, to freely use hook or cabinet transport at relevant destinations. The estimated scope is stated for the sub-contracts together. The main rule in accordance with the Public Procurement Regulations is that framework agreements shall not last longer than four years. The rules will, however, open for a longer duration when this is justifiable in the object of the framework agreement.
The relevant procurement concerns transport services of a significant extent. In order to fulfil the contract, it must be expected that tenderers must make significant investments in vehicles and accompanying materials, including the procurement of new vehicles adapted to the assignment ́s requirements.
Heavy vehicles that are used for this type of transport normally have a financial lifetime and depreciation period that exceeds four years. A framework agreement limited to four years can, therefore, lead to an increased financial risk for tenderers and may lead to:
higher tender prices to cover investment costs within a shorter contract period, and
reduced competition from suppliers who must make new investments in material.
The contracting authority considers that a framework agreement with a maximum duration of up to 7 years will give tenderers a more realistic basis for defending the necessary investments, at the same time as contributing to better competition and more cost efficient tenders.
The extended length will therefore be seen as necessary and relative as regards the contract ́s nature, extent and investment need.
