Lillehammer kommune

The objective of the procurement is to ensure access to health professionals when the municipalities’ own temporary staff are unable to cover the need. The contracting authority primarily wants Norwegian-speaking authorised nurses.
Special and standard contract terms apply to this contract - see the annex. The procurement is for the provision of nursing and medical personnel, and complies with the public procurement regulations (PPR), part I and part II Special Services. The procurement procedure will be an open tender contest. A contract will be awarded in accordance with the open tender contest procedure, c.f. the PPR § 8-3.

Kort beskrivelse:

The procurement includes the purchase of temporary staff services within health and care services, including:

- Authorised nurses and social educators

- Authorised health workers or equivalent, with a certified medicine course

- Procurement of temporary staff services where the contracting authority provides housing and where the tenderer provides housing.

If the contracting authority has a need for other types of professional health competence (e.g. authorised doctors, etc.) during the contract period, the chosen tenderer will be invited to submit a tender to cover the contracting authority's needs.

The exact needs for temporary staff can be affected by several conditions and sill vary throughout the year and from year to year. The scope depends, amongst other things, on the general labour market and the municipalities' possibilities to use their own personnel.

There is a need for health personnel for holidays, particularly in the summer and on public holidays. There is also a need for health personnel for, e.g., long term absences, vacant positions, leave of absence, extraordinary events, etc. Short term absences and individual shifts will mainly be covered by the municipalities themselves with their own personnel. It is particularly important that the pool of workers offered by the tenderer really has sufficient breadth to offer competent temporary staff when the need arises.

The procurement process will be carried out in accordance with the Public Procurements Act (PPA) and the Public Procurement Regulations

(PPR), part I and part II Special Services. A contract will be awarded in accordance with the open tender contest procedure, c.f. the PPR § 8-3.
