The aim is to have one contract responsible tenderer who can cover the municipality ́s ongoing and project based needs, build knowledge of the municipality over time and coordinate the necessary competence without the municipality itself having to administer several consultancy environments.

Kvitsøy municipality considers the procurement to be a consultant and consultancy service where the main service is professional work efforts, mainly office based and digitally delivered. The procurement also includes meetings and site inspections, but not the execution of construction work, delivery of materials or transport as the main service. The municipality therefore considers that the procurement has an immaterial climate footprint and an immaterial environmental impact, and uses the exception in the Procurement Act § 5b third paragraph. The justifications shall also be stated in the tender notice or tender documentation.

Older relevant assignments can be considered if this is necessary in order to ensure sufficient competition.
