The framework agreement comprises services for quality assurance of government investment project discussed below. The primary objective of the quality assurance is to give the Customer an independent analysis and evaluation of:
 The concept study before proposed concepts are presented to the Government (KS1).
 The preliminary project (governing documents and cost estimates) for the chosen project alternative before it is presented to the Norwegian Parliament (KS2).

Requirements: Tenderers must be a legally established company.
Documentation:
Norwegian companies: Company registration certificate from the Unit Register for single-person companies that are not required to register.
Foreign tenderers: Verification that the company is registered in an industry or business register as prescribed by the law of the country where the tenderer is established. The verification can be submitted in writing or by referring to BRIS.

Requirement: Paid taxes and duties.
Documentation:
For Norwegian tenderers:
A certificate, not older than 6 months, which verifies that the tenderer has fulfilled the obligations of payment of taxes, social security contributions and VAT. The certificate can be ordered and obtained from Altinn by using a separate link on skatteetaten.no. If this is not possible, it can be ordered from the tax collector or the Norwegian Tax Administration. The certificate is electronically certified and is therefore not signed. See skatteetaten.no for further information.

Requirement: Tenderers must have sufficient economic and financial capacity to fulfil a contract of an equivalent nature and scope, in which amongst other things being creditworthy without any requirement for collateral will be adequate.
A credit rating with key figures from a recognised credit assessment company, or other form of documentation to verify that the requirement has been met.
The credit rating must contain the credit rating degree (rating) of tenderers, typically given with a rating code or brief text. The rating must include, or an explanation of the rating code/scale of possible rating codes, must be attached.
The rating ought to be based on the last annual accounts.
Teknisk og faglig kapasitet:
Requirement: Tenderers must have sufficient ability and experience to be able to fulfil a contract of a similar nature and scope.
Tenderers must have sufficient capacity to carry out the assignment scope under the contract.
Documentation:
A description of the tenderer's three most relevant assignments in concept studies/socio-economic analyses, three most relevant assignments in preliminary projects (estimations/uncertainty analyses), and the three most relevant assignments in project management of projects in the execution phase in the last three years, together with information on the contract value, delivery dates or implementation, and name of the recipient. Maximum 1 A4 page per assignment.

Relevant assignments means assignments of an equivalent nature, complexity or extent as that requested in this tender documentation, cf. the assignment description in annex 1. Tenderers are responsible for ensuring that the description is of such a nature that it verifies that the requirement has been met.

Requirement: Tenderers must be able to refer to 4 assignment managers with project management experience from 3 relevant assignments related to concept assessments/socio-economic analyses and 4 assignment managers with project management experience from 3 relevant assignments related to preliminary projects (estimations/uncertainty analyses/project management).

An overview must be presented of education and professional qualification of employees with relevant knowledge and experience for the procurement must be presented in a table. Relevant knowledge and experience means experience from assignments of an equivalent nature, complexity or extent as that requested in this tender documentation, cf. the assignment description in annex 1. Tenderers are responsible for ensuring that the description is of such a nature that it verifies that the requirement has been met.
