The contracting authority would like to enter into 6 parallel framework agreements for ground work.
The framework agreement applies to ground work for planned outside maintenance work and minor renovation projects that the contracting authority carries out whilst the property is in operation, as well as emergency improvement work, which also includes a 24-hour duty scheme. The size of each assignment will typically vary from a few hours per assignment up to NOK 1,500,000, but there can be exceptions that exceed this amount. On average, the assignments will usually be between NOK 100,000 and NOK 500,000 excluding VAT.

Tenderers must be a legally established company

o Foreign tenderers: A verification showing that the tenderer is registered in a trade index or business register as prescribed by the law of the country where the tenderer is established.

Tenderers must have the financial capacity to carry out the assignment/contract.

Documentation requirement:

• Credit evaluation/rating, not older than six months, based on the last known accounting figures.

• The contracting authority reserves the right to obtain credit assessments of the tenderer's company.

Teknisk og faglig kapasitet:

Requirement:

• Tenderers must have good competence and experience from assignments of an equivalent nature and size (meaning individual procurements; typically up to approx. NOK 1.5 million excluding VAT); including excavation work for drainage, laying pipes, and foundations, with the accompanying top covers such as asphalt or paving stones, as well as concrete or granite edges. (It is not necessary to document experience with framework agreements.)

Documentation requirement:

• An overview of the 3-5 most important and most relevant deliveries that the tenderer has carried out in the last three years, together with information on the contract value, dates for execution, and the name of the recipient.

Documentation of assignments that were carried out more than three years ago will also be taken into consideration.

Tenderers must have adequate capacity to fulfil the contract.

A statement of the tenderer's average annual workforce and the number of employees in management in the last three years, for example, competence matrix.

Tenderers must have a satisfactory quality assurance system

• An account of the quality system/quality assurance measures.

The description must include procedures and check-lists for the services offered in the contract, which show satisfactory quality assurance of the deliveries/services.

Tenderers must verify that the system is regularly reviewed, and that they have an active system for deviation management and improvements.

• A certificate for the company's quality system/management system issued by independent bodies that certify that the tenderer fulfils certain quality assurance standards, for example ISO 9001:2015.

Tenderers must have a satisfactory environment management system.

• Tenderers must present a description of the tenderer’s environment management measures.

o The description must include procedures and check-lists for the services offered in the contract, which show satisfactory environment management of the deliveries/services.

o Tenderers must verify that the system is regularly reviewed, and that they have an active system for deviation management and improvements.

• A certificate for the company’s environment management system or environment management standards issued by independent bodies, for example, ISO 14001, Eco-Lighthouse, EMAS.
