Framework agreement for trade services - bricklayers

Kristiansand kommune

Kristiansand Municipality (the Contracting Authority) would like to enter into parallel framework agreements with up to 5 tenderer for the delivery of trade services and materials for the execution of construction work on buildings.
This procurement concerns bricklayers with the delivery of services and materials.
The following are examples of the types of work that may be covered by this framework agreement, although this is not an exhaustive list:
- Bricklaying with cement, brick, and natural stone products
- Cement and limestone plastering of surfaces
- Tile laying with brick and ceramic products
- Filling work
- Servicing work
Work may also include concrete work and form work if such work is appropriate and does not conflict with other framework agreements that the municipality has. This means that such work is not a mandatory part of this framework agreement.
Tenderers are expected to make preparations for their own work (rigging and operation).

Kristiansand municipality will enter into framework agreements with up to 5 tenderers, which will be ranked in accordance with the award criteria in the applicable tender contest. If one of the framework agreement suppliers leaves during the contract period, the lower ranked suppliers will automatically move up in the rankings.

Assignments with estimated value under NOK 300,000 excluding VAT:

For assignments with an estimated value under NOK 300,000 excluding VAT, the delivery must be requested from the tenderer ranked as no. 1. If this tenderer does not have available capacity, the request will be directed to the tenderer ranked as no. 2. If this tenderer does not have available capacity, the request will be directed to the tenderer ranked as no. 3 and so on.

Assignments with an estimated value from and including NOK 300,000 excluding VAT to and including NOK 500,000 excluding VAT:

For assignments with an estimated value from and including NOK 300,000 excluding VAT to and including 500,000 NOK excluding VAT, the assignments will, in principle, be awarded in accordance with what is described for assignments with an estimated value under 300,000 NOK excluding VAT. However, the Contracting Authority also reserves the right to conduct a mini-contest where the Contracting Authority deems this to be most appropriate.

Assignments in mini-contests will be awarded for the most economically advantageous tender based on one or more of the following criteria:

- Price

- Competence/experience

- Time for completed assignments

The criteria that will apply to the relevant mini contest, and the weighting of these, will be stated in the tender invitation to the mini-contest. When submitting a tender in a mini-contest, tenderers may not offer higher hourly rates and surcharges than those stated in the framework agreement. When organising mini-contests, the Contracting Authority also has the opportunity to request a fixed price for the assignment.

Assignments with an estimated value over NOK 500,000 excluding VAT:

For assignments with an estimated value over NOK 500,000 excluding VAT, a mini-contest will be organised in accordance with what is described for assignments with an estimated value up to and including NOK 300,000 excluding VAT to and including NOK 500,000 excluding VAT.

The Contracting Authority may opt out of the framework agreement for assignments where other trade services/tradesmen are to be utilised simultaneously.

The contracting authority can go beyond the framework agreement when purchasing materials that are not related to assignments performed by suppliers under this framework agreement.

The Contracting Authority can go beyond the framework agreement for work in connection with additions/new buildings.

The Contracting Authority may opt out of the framework agreement in connection with special restoration projects.

Assignments with an estimated value from NOK 300,000 excluding VAT to NOK 500,000 excluding VAT:

For assignments with an estimated value from NOK 300,000 excluding VAT to 500 000 NOK excluding VAT, the award of assignments will, as a starting point, be in accordance with what is described for assignments with an estimated value under NOK 300,000 excluding VAT. The contracting authority reserves the right, however, to hold mini-competitions when the contracting authority deems it most appropriate.

The award of assignments in mini-competitions will be to the most economically advantageous tender based on one or more of the following criteria:
