The Procurement Cooperation in Sunnmøre, with Ålesund Municipality as the contracting authority and host municipality, would like to enter into a framework agreement for the procurement and assembly of crash barriers along municipal roads for: Fjord Municipality, Giske Municipality, Herøy Municipality, Sande Municipality, Sula Municipality, Vestnes Municipality, Volda Municipality, Ørsta Municipality, the Ålesund Region Port Authority, and Ålesund Municipality.

The aim is to cover the contracting authority's need for crash barriers by entering into a framework agreement with one tenderer for the procurement and assembly of crash barriers along municipal roads. The contract will cover new installation, replacements, and new railings on existing roads where there are no crash barriers.

The framework agreement period is 2 years. The contracting authority has an option to extend the framework agreement for a further one year + one year, a total maximum of four years.

The estimated amount under the framework agreement period will be NOK 3 million excluding VAT a year, which is equivalent to NOK 12 million for the entire contract period (including option years). The estimate is based on previous amounts as well as the future need for setting up crash barriers. The maximum financial limit for the framework agreement for the entire contract period (including option years) is NOK 16 million excluding VAT.

The scope is only an estimate and is not binding for the contracting authority. This maximum financial limit has been set in order to ensure necessary limits if the needs are greater than expected.

The contract is subject to any organisational changes, for example, due to municipality splits in 2024, which can affect the contract. The contracting authority can also choose not to use the contract for turnkey contracts, etc.

Egnethet til å utøve yrkesvirksomheten:

Requirement: Tenderers must have their affairs in order with respect to the payment of tax, payroll tax and value added tax (VAT). Documentation requirement: Tax Certificate, not older than six months from the qualification deadline. For Norwegian tenderers: A tax and VAT certificate issued by the Tax Collection Office via Altinn. Foreign tenderers must submit equivalent certificates from their own country that show that they have an arrangement for the payment of taxes and duties. If the authorities in the relevant country do not issue such certificates, the tenderer should submit a declaration stating that all taxes and duties have been paid. The statement must be approved and signed by the tenderer's Financial Director/person responsible for finance.

Requirement: Tenderers must be a legally established company. DOCUMENTATION REQUIREMENT: Norwegian tenderers: Company registration certificate. Foreign tenderers - confirmation that the tenderer is registered in a trade register or company register in accordance with the law in the country where the tenderer is established.

Økonomisk og finansiell stilling:

Requirement: Tenderers must have sufficient financial strength to fulfil the contract. DOCUMENTATION REQUIREMENT: The tenderer's annual accounts including notes from the board of directors and audit reports for 2021. Financial strength is assessed in relation to turnover, profit margin, solvency and liquidity. The contracting authority will obtain the revised annual accounts from the Brønnøysund Register Centre for Norwegian tenderers. Norwegian tenderers do not, therefore, need to submit their revised annual accounts.

Teknisk og faglig kapasitet:

REQUIREMENT: Tenderers must have experience from relevant and comparable deliveries. Relevant and comparable deliveries means; deliveries for more than NOK 3 million, or where more than 8 km railings were delivered. DOCUMENTATION REQUIREMENT: An overview of three-five (3-5) relevant deliveries that the tenderer has carried out in the last 5 years. As a minimum, the overview must include the following: A short description of the delivery, including the name of the contracting authority, date of execution, and the scope of the delivery in monetary amount or length.

REQUIREMENT: Tenderers must have a documented quality management system. DOCUMENTATION REQUIREMENT: A description of the tenderer's methods for quality assurance. If a tenderer is certified in accordance with ISO 9001 or equivalent quality assurance certificate, it is sufficient to attach a copy of the valid certificate.

REQUIREMENT: Tenderers must have a documented environment management system. DOCUMENTATION REQUIREMENT: A description of the tenderer's environment management system. If a tenderer is certified in accordance with ISO 14001 or its equivalent, it is sufficient to provide a copy of a valid certificate.

REQUIREMENT: Tenderers must have a documented HSE syste. DOCUEMNTATION REQUIREMENTt: A description of the tenderer's environment management system. If a tenderer is certified in accordance with ISO 45001 or its equivalent, it is sufficient to attach a copy of a valid certificate.
