Egnethet til å utøve yrkesvirksomheten:

Requirement: Tenderers must be registered in a company register or trade register in the country where the tenderer is established. Documentation: Tenderers must substantiate this by presenting documentation that shows that the tenderer is registered in a professional register, a trade register or other business register as prescribed by the law of the country where the tenderer is established.

Økonomisk og finansiell stilling:

Requirement: Tenderers shall have sufficient economic and financial capacity to be able to fulfil the contract. Documentation: Tenderers must substantiate this by submitting extracts from the company's annual accounts for 2022 and the auditor's audit report. If this has not been completed, attach the company's annual financial statements for 2021 and the auditor's report. Companies that cannot fulfil the requirement for extracts of Annual Financial Statements, may alternatively submit the business plan with the overall plan for funding.

Teknisk og faglig kapasitet:

1. Competence and implementation ability

Requirement: Tenderers must have the necessary capacity and access to resources that have the competence and execution capability in the specialist areas required for the assignment. Documentation: Tenderers substantiate this by submitting an overall description of the relevant professional competence that will be used to execute this framework agreement, as well as how the organisation will be used to execute the agreement.

2. Experience from equivalent projects. Requirement: Tenderers must have experience from a minimum of 2 equivalent projects in the last three years. Equivalent means completed turnkey contracts for the engineering design and installation of solar panels, with a total value of at least NOK 3 million excluding VAT per project. The projects must be completed. Documentation: Tenderers must substantiate this by providing a list of the most important relevant deliveries in the last three years, including information on why the reference is considered relevant, the date, value, and the contracting authority.

3. Qualification requirement Requirement: Tenderers must have an established quality assurance system. Documentation: Tenderers must document this by presenting a description of approx. 1 A4 page of their qualification system, including any certificates, e.g. ISO certification or equivalent.

4. Environmental management system Requirement: Tenderers must have an environmental management system. Documentation: Tenderers must document this by presenting a description of approx. 1 A4 page of their environmental system, including any certificates, e.g. ISO 14001, Eco-Lighthouse, EMAS or equivalent.

5. Due diligence requirements for responsible business conduct to safeguard fundamental human rights and decent labour conditions. Requirement: Tenderers must be suitable to fulfil the contract requirements for due care assessments for responsible business practices. This means that tenderers must have implemented measures and systems that are used in the tenderer's work on ensuring basic human rights and proper working conditions in their supplier chain. Documentation: A description of the tenderer's systems for assessing due diligence in accordance with the UN's guiding principles for businesses and human rights (UNGP) and OECD's guidelines for multi-national companies. The tenderer's response to response form Annex 10 and associated requested attachments. The documentation must include (see also Annex 10): Formal policy/guidelines that include a commitment to comply with the requirements for responsible business conduct to safeguard fundamental human rights and decent labour conditions. •Formal policy/guidelines for responsibility for sub-suppliers/the supplier chain, (Supplier Code of Conduct). This must be submitted only if subcontractors will be used. •Descriptions of the tenderer's processes and routines for how the company works on due diligence assessments. •A description of how the tenderer will obtain and maintain an overview of the country of origin and production places for the products the tenderer offers
