The Equality and Anti-Discrimination Ombud (Norwegian: LDO) wants to enter into a framework agreement with an advisory and development partner for the Internet area and digital solutions for a period of 2+1+1 years. The agreement shall include, but not be limited to, consultancy, project management, design, development, management, and operation of the new website LDO.no and associated network services.
For the assignment, a framework agreement (Framework agreement governing the purchase of goods and services within ICT and consultancy services) is planned with a total supplier. The agreements that will be used in connection with the Agreement governing the research and development work to be performed by a Consultant SSA-R are the Agreement governing assistance to be provided by a Consultant SSA-B, the Agreement governing the research and development work to be performed by a Consultant SSA-O and the Agreement governing the maintenance and servicing of software and equipment SSA-V (the maintenance agreement shall have a duration of 3+1+1+1 year).

An agreement for an establishment project (Agreement governing the research and development work to be performed by a Consultant SSA-O) is entered into together with a framework agreement (Framework agreement governing the purchase of goods and services within ICT and consultancy services SSA-R). The maintenance agreement (Agreement governing the maintenance and servicing of software and equipment SSA-V)

The framework agreement period is 2 years. The contracting authority shall have the option to extend the framework agreement for a further two years (one year + one year) to a total maximum of four years.

The maintenance agreement will be valid for 3+1+1+1 years, c.f. the Agreement concerning Ongoing Purchases of Services via the Internet SSA-L, section 4.1.

Tenderers must be registered in a company register, professional register or a trade register in the country where the tenderer is established. (Cf. the tender documentation point 4.1)

Økonomisk og finansiell stilling:

Tenderers must have sufficient economic and financial capacity to fulfil the agreement. Financial Statements for the last 2 years. Creditworthiness with no requirement for guarantees will be sufficient to meet the requirement. (Cf. the tender documentation point 4.2)

Teknisk og faglig kapasitet:

The tenderer is requested to explain the tenderer's business idea and core competencies

• Give an overview of the number of employees who have experience with this type of delivery

• Description of the points relating to the competence and qualifications of the supplier;

- Project and process management

- Strategic network work and consulting

- Graphic design

- Information architecture and interaction design

- Front-end development

- Development – (backend).

- Operation and management

A detailed description shall be given of a minimum of three and up to five of the most important, relevant and comparable reference projects for the tenderer's organisation over the past three years.

It must be clearly stated which deliveries are references for the main supplier, and which are references for any sub-supplier(s).

The selection of tenderers who will be invited to participate in the competition will be based on the following selection criteria:

Best qualified:

The qualified suppliers will be ranked in order based on how well they meet the qualification requirements in point 4.3 The tenderer´s technical and professional qualifications.

When assessing which supplier is best qualified, emphasis will be placed on the following additional factors:

• Experience in developing new websites for public agencies similar to LDO - process control, information architecture and interaction design, design and development.

• Experience with an established and widespread CMS that is based on open source.
