Nordland County invites tenderers to a competition for a 3 year framework agreement for technical fire consultancy services. In addition there is an option on one year. The estimated value of the procurement is NOK 6 million. The maximum value is NOK 7.2 million. Fire engineering consultants shall ensure that our projects fulfil the current requirements for fire safety, provide consultancy and decision support to the project manager, and contribute to efficient planning, engineering design and execution with reduced risk of deviations and delays. The framework agreement does not include engineering design services for projects for new buildings. It also does not include engineering design to a large extent or in renovation and maintenance projects that affect several disciplines. It is the contracting authority ́s enquiry/call-off that determines which services and extent shall be included in each assignment and will be concretised in the call-off.

Nordland County Council primarily owns the following types of buildings and properties:

Educational buildings
Upper secondary schools
School workshops and educational facilities

Office and administrative buildings
County administration buildings

Student residences and staff housing
Student dormitories associated with upper secondary schools
Housing for elected officials/employees

Cultural buildings
Cultural centres
Buildings associated with cultural and community services

Dental clinics

Operational and special-purpose buildings
Workshops
Vehicle wash facilities
Farm buildings associated with education or operational activities

The list is not exhaustive.

Main tasks will include:

a) Fire safety condition assessments and surveys of buildings.

b) Fire engineering assessments necessary for the preparation of drawings.
Preparation of fire safety concepts and strategies (risk classification, fire class, compartmentation/fire compartments, means of egress strategy, fire resistance, etc.).
Documentation of compliance with applicable legislation, regulations, guidelines, and standards.

c) Develop a template for the structure and layout of fire drawings, evacuation plans, and orientation plans.

d) Prepare/revise fire drawings, evacuation plans, orientation plans, and assembly point/evacuation plans for buildings to the 2026 version.

e) Prepare proposals for assembly point/evacuation drawings for buildings where such documentation is lacking.

f) Design and specifications:
- Define requirements for passive fire protection (structures, materials, details) and active fire protection measures (sprinkler systems, fire alarms/smoke ventilation) to the required level of detail.
- Provide clear guidance to architects and technical consultants (structural, HVAC, and electrical engineers) and ensure multidisciplinary coordination.

g) Regulatory compliance and documentation:
- Prepare fire engineering reports, declarations of conformity, and documentation for building permit applications/completion certificates.
- Assist in dialogue with municipalities/fire authorities as needed.

h) Construction phase follow-up:
- Verify that fire safety solutions are implemented in accordance with the approved design.
- Assess changes/deviations and propose corrective measures.
- Contribute to final inspections and O&M (Operation and Maintenance) documentation.

i) Decision support for the project manager/client:
- Provide advice regarding the selection of solutions, cost-benefit considerations, risks, and consequences.
- Participate in meetings and decision-making milestones according to the agreed plan.
