Framework agreement for Special Audit and Forensic Audit

The Ministry of Foreign Affairs, Norad, Norec and the Ministry of Climate and Environment need access to specialised auditing services and Forensic Audit in cases where there are suspected to be financial fraud related to the use of grants, especially in aid projects.
Three parallel framework agreements will be entered into, where the call-offs will be distributed in accordance with the "waterfall method". The framework agreements will have a duration of 2 years, and the contracting authority will have an option to extend the agreements for a further 2 years. The estimated value of the procurement over the maximum contract period of four years is from NOK 8 million excluding VAT to NOK 15 million excluding VAT.

Three parallel framework agreements will be entered into, where the call-offs will be distributed in accordance with the "waterfall method". This means that the highest ranked tenderer will always be given first priority for call-offs and the opportunity to deliver. If this tenderer cannot deliver, the request will be directed to no. 2 – and then to no. 3 if it is also unable to provide the requested services. The framework agreements will have a duration of 2 years, and the contracting authority will have an option to extend the agreements for a further 2 years.

The estimate is subject to great uncertainty. The framework agreements will not be exclusive and do not entail an obligation to purchase for the contracting authority. Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Requirement: Tenderers must be a legally established company.
Documentation requirement: Norwegian tenderers: Company registration certificate or a printout from the Unit Register for single member companies not required to register. Foreign tenderers: Verification that the company is registered in an industry or business register as prescribed by the law of the country where the tenderer is established. The verification can be submitted in writing or by referring to BRIS.

Teknisk og faglig kapasitet:
Requirement: Tenderers must have relevant experience from comparable assignments.
Relevant experience means that the tenderer has experience with assignments where financial fraud was suspected.
Documentation requirement: A description of the tenderer's 3-5 most relevant assignments in the the last three years. The description must include information on the assignment's value, date and name of the recipient (if possible). Documentation for relevant assignments that the tenderer has performed more than three years ago (up to five years) will also be taken into account in order to ensure sufficient competition.

It is the tenderer's responsibility to document relevance through the descriptions.
