The Norwegian Public Roads Administration (henceforth referred to as the Contracting Authority) wishes to enter into a framework agreement that includes the supply of services regarding traffic analyses, transport analyses, socio-economic analyses, consultancy and compilation of results. The objective of the call for tenders is to enter into a framework agreement with several providers. The framework agreement is divided into three lots and three lots will be entered into, divided in accordance with the following three subject areas:
• Transport analyses
• Traffic analyses
• Socio-economics
Within each lot, work assignments will be, for example, calculations, analyses, advice, and assistance.

Økonomisk og finansiell stilling: Tenderers must have sufficient financial capacity to fulfil the contract.
Minste nivå(er) av standarder: Credit worthiness will be sufficient to meet the requirement.
Teknisk og faglig kapasitet:

1) Tenderers must attach a list with a minimum of 3 (maximum 5) of the most important relevant assignments and services performed in the last 3 years, including information on the value, date, a brief description of the assignment, and the name of the public or private recipient.

2) Tenderers must give an account on how sufficient capacity for this assignment will be ensured. Among other things, a staffing plan must be submitted for the assignment, showing the number of employees, hired persons, etc.

Minste nivå(er) av standarder:

1) Tenderers must have experience from similar contracts.

2) Tenderers must have sufficient implementation ability.
